| The truce mechanism established by the 1953 Korean Armistice Agreement has maintained an "unstable" peace on the Korean Peninsula for nearly 70 years.During the Cold War,the situation on the Korean Peninsula was mainly maintained by the truce mechanism on the Korean Peninsula.However,with the end of the Cold War,the international system in Northeast Asia has undergone tremendous changes,coupled with the instability of the truce mechanism itself and the lack of timeliness.Conflict may erupt."Armistice" is not "the end of the war",indicating that the Korean Peninsula is still in a state of war.Therefore,it is an urgent task to change the unstable and peaceful state of the Korean Peninsula and build a new peace regime to replace the armistice mechanism.It can be said that the peace regime will not only build lasting peace for the Korean Peninsula,but also promote the stability and development of Northeast Asia.The "Quadruple Talks" and "Six-Party Talks" held by relevant parties after the Cold War showed the efforts of the international community to peacefully resolve the Korean Peninsula issue.However,due to the inability to coordinate the interests of the participating countries,the talks did not result in an effective solution.South Korea was a belligerent in the Korean War and was indispensable in building a peace regime on the Korean peninsula.During the Cold War,South Korea began to explore the path of building a peace regime on the Korean Peninsula.After the armistice of the Korean War,various South Korean presidents have put forward the idea of a peace regime on the Korean Peninsula.For example,the "Northern Diplomacy" policy of the Roh Tae-woo government reflects South Korea’s reconciliation willingness to build a peace regime on the Korean Peninsula,and the "Sunshine Policy" actively promoted by the Kim Dae-jung government,Trying to promote the process of building a peace regime on the Korean Peninsula,the Lee Myung-bak government proposed the concept of "nuclear-free,open,and 3000",but overall it was not successful in building a peace regime on the Korean Peninsula.From the conception and implementation of South Korea’s peace regime,it can be found that there are many factors affecting South Korea’s construction of peace regime,such as changes in the power system in Northeast Asia,interest disputes among neighboring powers,and the operation of South Korea’s domestic politics.These different influencing factors have also brought different difficulties to South Korea.For example,the asymmetric alliance between the United States and South Korea has caused South Korea to fall into the dilemma of lack of autonomy;Disagreement in mechanism construction has plunged South Korea into a policy dilemma.South Korea believes that the peace regime cannot be successfully established only through the efforts of the two Koreas,but also requires the coordination and cooperation of neighboring countries,and the role of China and the United States is particularly prominent.Since the beginning of the 21 st century,it has become more and more obvious that South Korea intends to win over neighboring powers to jointly build a peace regime on the Korean Peninsula.In the long run,South Korea intends to build a peace regime on the Korean Peninsula.In the future,it will not only need to properly handle inter-Korean relations,but also coordinate with neighboring powers. |
