Since the Korean Armistice Agreement was signed by representatives of the warring parties in Panmunjom on 27 July 1953,the Korean peninsula has been in a state of temporary truce based on an armistice agreement rather than a peace agreement.Over the past 70 years,the armistice mechanism on the Korean Peninsula,as a product left over from the Cold War,has played some positive roles in maintaining the separation of the North and the South of the Korean Peninsula and preventing large-scale military conflicts.however,the relationship between the United States and the DPRK,which plays an important role in the change of the situation on the Korean Peninsula,has not been substantially relaxed with the end of the Cold War.Since the outbreak of the "first North Korean nuclear crisis" in the early 1990 s,the "security dilemma" on the Korean Peninsula has intensified,and the situation on the Korean Peninsula has always hovered in the "edge of war" zone,which makes it difficult for this armistice mechanism to continue to play a role in maintaining peace and stability on the Korean Peninsula,and its lag has become increasingly prominent.Taking the Pyeongchang Winter Olympic Games in South Korea as an opportunity in 2018,leaders of China,the United States,North Korea,South Korea,Russia and other countries held a series of talks,signed relevant agreements,reached a basic consensus on resolving the Korean Peninsula issue,and entered a new stage of resolving the Korean Peninsula issue within the framework of peace negotiations.However,due to serious differences and lack of strategic mutual trust between the United States and North Korea,and the fact that the Trump administration is not ready to completely resolve the fundamental problem of the transition from a "truce mechanism" to a "peace regime" on the Korean peninsula,the situation on the Korean peninsula has been in a "stagnant state" since the second half of2019.After the Biden administration took office,the strategic competition between China and the United States,which plays an important role in the situation on the Korean Peninsula,tends to intensify.As an important link of the United States in building the "Asia-Pacific version of small NATO," the Korean Peninsula still has the potential risk of becoming a bridgehead of the "new cold war" in Northeast Asia.In order to achieve long-term stability on the Korean Peninsula,there is an urgent need to cure both the symptoms and the root causes.The necessity and urgency of building a peace regime on the Korean peninsula to replace the old armistice mechanism has been further highlighted.The transformation from "armistice mechanism" to "peace regime" on the Korean peninsula needs to be promoted and completed by international cooperation.The key variable of whether the new peace regime can be established lies in the benign interaction between the United States and North Korea,North and South Korea and stakeholders in the region,which will face many favorable and unfavorable factors in the process of construction.Based on this,this paper attempts to use the International cooperation theory,using the methods of literature analysis and historical analysis,by combing the origin and changing process of the "peace regime" on the Korean peninsula,this paper probes into the obstacle factors and causes in the process of the transformation of the Korean peninsula from the "armistice mechanism" to the "peace regime",explain the deep-seated reasons for the change of stopping and mechanism on the Korean Peninsulaand puts forward the basic content conception of constructing the peace regime on the Korean peninsula under the new situation--the goal,principle and path of realizing the transformation of the peace regime in the Korean peninsula.Finally,it discusses the prospect and the influence of the construction of the peace mechanism on the Korean Peninsula.
