A Research On The Practice Of Stationing Supervision In The Central Managed Universities From The Perspective Of Full And Strict Governance Over The Party

In 2022,the State Supervision Commission of the Central Commission for Discipline Inspection issued the Opinions on Deepening the Reform of the Discipline Inspection and Supervision System of Universities under Central Control,which proposed for the first time that the secretary of the Discipline Inspection Commission of universities under central control should serve as the Ombudsman stationed by the State Supervision Commission and set up the office of the Ombudsman,which was co-located with the Discipline Inspection Commission of universities under central control.As a result,the reform of the system of stationed supervision in universities under Chinese administration has been officially kicked off,further promoting the process of reforming the discipline inspection and supervision system in universities under Chinese administration.Based on this,this paper takes the reform of the discipline inspection and supervision system in universities under Chinese administration as the background and the practice of stationed supervision in universities under Chinese administration as the research object,analyzes the current political logic,the current situation of practice and the current realistic challenges of stationed supervision in universities under Chinese administration,and provides the corresponding improvement path.From the perspective of political science,there are three major political logics of stationed supervision in universities under Chinese administration: at the level of political requirements,stationed supervision in universities under Chinese administration is an inevitable requirement to adhere to the centralized and unified leadership of the Party;at the level of political objectives,stationed supervision in universities under Chinese administration is a proper requirement to promote the pattern of full coverage of power supervision;at the level of political guarantee,stationed supervision in universities under Chinese administration is an important guarantee to realize the healthy operation of public power in universities under Chinese administration.On the level of political guarantee,the supervision stationed in universities is an important guarantee for the healthy operation of public power in universities under Chinese administration.On this basis,this paper takes the practice of stationed supervision in 31 colleges and universities under Chinese administration as a case,and compares the actual practice of stationed supervision in the educational field of colleges and universities under Chinese administration through literature research method,case study method and interview method,and finds that it has the characteristics of independent supervision status,remarkable supervision effectiveness,focused supervision main responsibility and comprehensive supervision scope.With the reform of the discipline inspection and supervision system of universities under Chinese administration,the supervision of universities under Chinese administration has faced a series of challenges in practice,including insufficient cadres in the team of universities under Chinese administration,unclear relationship between multiple parties in the institutions under Chinese administration,inadequate supervision mechanism of universities under Chinese administration,and the cooperation of supervision of universities under Chinese administration to be enhanced.In view of the above problems,the corresponding improvement paths are proposed,which are to strengthen the construction of the cadres of the stationed work team in universities under Chinese administration,clarify the relationship between multiple parties of the stationed institutions in universities under Chinese administration,establish and improve the mechanism of stationed supervision in universities under Chinese administration,and enhance the joint force of stationed supervision in universities under Chinese administration,with a view to providing certain theoretical contributions to further promote the system of stationed supervision in universities under Chinese administration.
