Research On The Optimization Of Community Correction Wor

As an inevitable result of the development of social civilization,non custodial punishment is gradually developing into the main method of penalty execution.As an important component of non custodial punishment,community correction system not only conforms to the reform trend of world penalty methods,but also makes up for the shortcomings of our current penalty execution system.Therefore,it is imperative to promote it in our country.Since the pilot program of community correction was launched in China in 2003,it has gone through nearly two decades of stormy exploration.In particular,the introduction of the "Community Correction Law of the People’s Republic of China" has brought China’s community correction system into a new stage where there are laws to follow.Community correction is a law enforcement work closely related to social life.In the process of correction,optimizing work concepts,strengthening organizational guidance,strengthening team building,and improving rules and regulations are of great significance for maintaining social fairness and justice,and accelerating the modernization process of China’s governance capacity and governance system.Although the community correction system in China is gradually adapting to the national conditions of our country,and many workers have explored excellent work ideas that are consistent with the local actual situation,with the continuous development of the economy and society,the number of community correction objects is increasing year by year,and the increasing demand of the people for professional legal services,grassroots correction workers are always facing many new situations in the actual work process New challenges.It is very necessary to clarify the problems existing in community correction work and propose solutions for improving the effectiveness of correction work and creating a new situation for community correction work in China.This article takes Q District of Jinan City as an example to sort out the basic situation of community correction work in that district,and summarizes the characteristics of Q District,such as high difficulty in daily supervision,heavy workload of staff,and flexible methods of education and assistance.Q District has made many achievements in community correction work over the years,but there are also problems such as non-standard daily management,insufficient participation of work forces,poor communication between departments,and low social participation.In response to these four issues,this article deeply analyzes the reasons from four aspects: legislative factors,resource factors,institutional factors,and ideological factors.By analyzing the situation of community correction work in Q district,this article proposes a series of optimization measures for China’s community correction system.The main ideas are concept optimization,organization optimization,team optimization,and system optimization.The principles followed are based on law,people-oriented,combining mercy with severity,and optimizing resource allocation.Specific measures include: establishing and improving community correction work institutions;Strengthening the construction of community correction teams;Effectively solve the difficulties in funding security;Further improve the system that links up with laws and regulations;Strive to improve social participation in community correction work.This article is created two years after the "Community Correction Law of the People’s Republic of China" was officially implemented,based on the background of the new model of community correction work in China.Through exploring the areas that still need to be improved in current correction work,it provides ideas and suggestions for China to continue to improve the community correction system.
