Research On The Customs Traveler Supervision Issues After Institutional Reform

With the continuous growth of our country’s economy and the further expansion of the policy of opening up to the outside world,the number of inbound and outbound tourists in China has increased year by year.In order to meet the needs of social development and people,under the background of national institutional reform,after the merger of customs and entry-exit inspection and quarantine functions and teams,how to further improve the convenience and efficiency of passenger customs clearance,how to coordinate the contradiction between customs control and service,so as to strictly guard the security of the country,and optimize services to improve passenger satisfaction,has become the biggest issue faced by customs travel inspection after the merger.At present,the world situation is complex and changeable,the new crown epidemic is still raging around the world,the economic friction between China and the United States is constant,the supervision of entry and exit personnel faces multiple risks,airport travel inspection as the top priority of the national customs port passenger entry and exit supervision business,its reform for the entire customs passenger entry and exit clearance business reform has guiding and decisive significance.As an international airport hub in South China,the research carried out by taking this customs inspection as an example is more representative and generalizable.By drawing on the relevant theories of public management,the full paper starts from the perspective of process reengineering,seamless government and service-oriented government theory,and first comprehensively expounds the original structure,respective supervision mode and existing problems in operation established by Airport B Customs and the former Inspection and Quarantine Bureau.Secondly,through the questionnaire method,interview method,case analysis method and other research methods,the functional positioning and customs clearance mode of the new airport travel inspection after the merger of customs inspection were summarized,and the problems existing in the operation of the new institution were found,and the reasons for the problems such as imperfect laws and regulations,unreasonable institutional function settings,and inadequate team integration were analyzed.Finally,according to the process reengineering theory,a new model of airport customs supervision of passenger entry and exit is proposed to improve the efficiency and service quality of the national customs supervision of airport inbound and outbound passengers,and form concrete and feasible constructive suggestions.
