opening to the outside world.China is facing an increasingly severe situation in the management of foreigners.It is urgent to make up for the shortcomings as soon as possible so that the management of foreigners can catch up with the pace of economic development and meet the needs of opening up.In China’s current management system for foreigners,the Ministry of public security and the Ministry of foreign affairs are the competent departments.The frontier inspection stations under the jurisdiction of the Ministry of public security and the State Administration of immigration are the functional organs of entry-exit frontier inspection set up by the state at the ports open to the outside world,which have both administrative and public service functions.A airport frontier inspection station is responsible for the entry-exit frontier inspection task of Xiaoshan International Airport in Hangzhou.Hangzhou port is one of the important gateway ports of China’s opening to the outside world.It is located in the Yangtze River Delta,one of the most economically developed regions in China.Its annual entry-exit passengers rank the fifth in China’s airport ports for several years.In this paper,a
