Research On The Implementation Of The Policy Of "delegating Power, Regulating Services" At The Entry-exit Visa Application Window

On May 12,2015,the State Council convened the Teleconference Address on Streaming Administration Procedures,Cutting Red Tape,which first proposed the concept of reform of government functions,namely,streamlining the government,delegating power,and improving government services.In 2020,the Public Security Organs of Jiangsu Province put forward the objectives and tasks of this year for the reform of government functions,that is,adhering to the guidance of Xi Jinping’s socialism with Chinese characteristics in the new era,comprehensively promoting online and offline integration and system integration as well as data resource aggregation,solidly promoting the construction of the "Trinity" of online services,physical services and self-service,and fully realizing the purpose of "Comprehensive services to be accessed via one website and one window",and accelerating the formation of the new all-weather and all-timeservice pattern with full coverage,as well as striving to provide the masses with equal benefits,convenient,efficient,intelligent and accurate public security government services.In view of reform of government functions,foreign scholars only analyzed the transformation of government functions and the aspects of streamlining administration and institute decentralization,without conducting direct related researches.On the other hand,although domestic scholars have studied the reform of government functions from the aspects of framework and governance mode,the scope of these researches does not include the Entry and Exit Window of immigration administration.Taking the entry and exit window of the immigration administration in Nanjing as an example,this paper systematically analyzes how the entry and exit window of immigration administration,as a high-frequency service point close to people’s livelihood,to practice the reform of government functions,and to be committed to building a "3-minute convenience service circle" in the main urban area offline,as well as to promote the construction of "Comprehensive services to be accessed via one website" online,so as to form the comprehensive convenience service measures.In 2020,on the basis of strengthening the reform of government functions,Nanjing entry and exit window of the immigration administration achieved the goal of facilitating the masses and saving costs by implementing various new measures such as streamlining administration and institute decentralizationand simplifying the accreditation process.For example,corresponding windows were set up in police stations in the jurisdiction to handle some exit and entry certificates,and innovative measures such as "Comprehensive services to be handled nationwide" are implemented.However,during the implementation of the reform of government functions policy,some urgent problems emerged,such as insufficient decentralization,prevarication,and the inability of software and hardware to fully meet the needs of the masses.Therefore,the author suggests that the government departments can strengthen the management of basic data collection and analysis to establish a management idea guided by big data,and gradually establish a sound and perfect system standard in combination with the actual situation,and further clarify and implement specific standards such as approval service with no contacting and "whole process" handling.At the same time,in combination with public opinion,government departments can also improve software and hardware supporting facilities.Finally,by combining training,assessment and establishing the "Good and bad reviews" system,government departments can improve the comprehensive quality and service ability of window workers,so as to truly realize the online "zero time difference" service and fulfill the promise of offline "zero distance" guarantee,thus truly implementing the policy of reform of government functions to achieve the purpose of benefiting the people.
