Since the concept of competency has been introduced to China.on the rise of University scholars, researchers, managers and companies more and more extensive attention. At the present stage.the Theory,Business and Industry have been fully aware of the competency of the research is to establish selection and cultivation of the scientific system of management based,it can give specific recommendations and guidance to managers'identify, training and evaluation.Competency model management has become a hot sector and academic research problems.The female participation in politics is now the objective needs of China's democratic development, women's leadership characteristics and competent need objective assessment of the quality of further,so build leadership competency model of women is imperative, to give female leadership training and selection provide Scientific guidance and recommendations.This study was structured interviews, open-ended questionnaire and survey methods to collect the data; with t test, the difference test, factor analysis, exploratory factor analysis and other methods of analyzing the data.to research up to section level Women leading cadres from Xi'an, Shaanxi Province, Baoji City, Weinan City, Ankang City,initial construction of women leading cadres competency model,and different demographic variables were analyzed.The results show that, women's leadership competency model includes three dimensions and 13 factors:The first dimension:Leadership, communication and coordination:coordination balance, communication skills, leadership, decision-making capacity, Organizational skills and teamworkThe second dimension:Work attitude:responsibility, practical work, meticulousnessThe third dimension:Learning and skills:learning ability and language skills...
