The township government is the most basic administrative organization in our country,and it plays a pivotal role in the grassroots governance.The civil servants of the township government directly contact the masses and serve the masses.They are the concrete implementers of the party and state policies.Their level of competence is directly related to the effective implementation of national policies and the protection of the vital interests of the people.The practical problems of towns and villages in city D determine that the government of city D should take the capacity building of township civil servants as an important part of local work.Based on the reality of city D,this paper builds a general competence framework for township civil servants in Hubei Province through the use of competence theory research results and the refinement and deepening competency model of township civil servants in D city.The aim is to train more township administrative talents with both ethics and talents in city D,and provide a certain reference for the management and development of public human resources at the grassroots governments.Based on the perspective of competence,this thesis discusses the competence construction of township civil servants in city D.First,the author takes the "Hubei Provincial Direct Civil Service Common Capability Seat Standards(Trial)" as a blueprint,drawing on the method of competency model construction,by referring to literature,policy texts,and behavioral event interviews.The Hubei Provincial Direct Civil Service General Capability Seat Standard is divided into 19 items of the characteristics of the general ability of township civil servants for constructing the Competency model of township civil servants in city D.Secondly,the author analyzes the questionnaire results of the competence factors of township civil servants in D city,and points out the achievements and deficiencies of the competence building of township civil servants in D city.Then,the author analyzes the root causes of inadequate standards for competency construction,uneven levels of civil servants,inadequate ability assessment guidance,low level of education and training,insufficient subjective motivation for capacity improvement,and relatively single incentive measures.At the same time,it draws lessons from the competence construction of civil servants at home and abroad to establish an energy-based management concept,establish a position classification system,innovate incentives and guarantee measures,and improve the construction of training systems.Finally,combining the model,four suggested paths are proposed: formulating competency construction plans based on the competency model,deepening the training and development of the competence of township civil servants in D city,improving the performance management measures of township civil servants in D city,and establishing an incentive mechanism with competency as the core.In short,innovating the management method of township civil servants in city D is a major strategic measure for city D to deepen the reform of the administrative system,and is the internal driving force to promote the good and rapid development of city D.
