| Rural governance is a requirement of rural revitalization strategy and an important part of national governance system.With the development of the times,rural governance is facing new problems and challenges.Therefore,strengthening and improving rural governance and upgrading rural governance are of great significance to the implementation of rural revitalization strategy in China.Villagers and village cadres as important subjects of rural governance,and the interaction between them affects the effect of rural governance.This study takes rural revitalization as the background and social interaction theory and participatory governance as the theoretical basis to analyze the current situation of the interaction between village cadres and villagers in rural governance,so as to investigate the influence of the interaction between them on the effectiveness of rural governance and to build a positive cadre-community relationship to improve the effectiveness of rural governance.This study uses field research to examine the villagers’ and village cadres’ governance practices in village X,focusing on the interaction between villagers and village cadres.Based on social interaction theory,the current situation of interactive governance between villagers and village cadres is analyzed and studied.The types of cadres’ interaction are classified in four dimensions: information transmission mode,subjective kinetic energy,interaction attitude and interaction content.The study also focuses on the dilemmas of the interaction between the cadres and the group in Village X.Based on the theory of participatory governance,the study proposes the construction of a benign cadre-group interaction relationship under the perspective of village governance,and explores the paths from the perspective of interaction mechanism,villagers,village cadres and village environment,and devotes to building a harmonious cadre-group relationship and improving the effectiveness of village governance.The study found that the interaction between villagers and village cadres in village X is mainly a two-way interaction in terms of information transmission,active and passive interaction dynamics,democratic interaction attitude and both work and life interaction.On this basis,the village industry of village X has been developed,the infrastructure has been improved,the living environment has been improved,and the cultural life has been enriched.At the same time,in the interaction between the cadres and the masses in X village,there are difficulties such as insufficient information transmission and feedback,low enthusiasm of villagers to participate in governance,limited mobilization ability of rural elites and weak soft governance function played by folk culture.At the same time,the causes of the difficulties are analyzed.There are four main causes: interactive platform,villagers,rural elites and folk culture.On this basis,it is proposed that to realize the positive interaction between the people and the government,the construction of interaction platform should be strengthened,the motivation of villagers to participate in interaction should be stimulated,the mobilization ability of village elites should be given full play,and the soft governance function of folk culture should be brought into play to promote the positive interaction between the people and the government. |
