A Study On Community Governance Led By Grassroots Party Building

As the comprehensive deepening of reform continues,urban community governance,as an important part of the modernisation of the national governance system as well as governance capacity,has received widespread attention from all walks of life.In recent years,there have been numerous studies on innovative community governance across the country.This paper focuses on the specific practice of grassroots party building leading community governance in X community of Y city.By studying the current situation and problems of grassroots party building leading community governance in X community of Y city,comparing the experience of community governance in developed regions,extracting the experience and inspiration for improving the method of grassroots party building leading community governance,and conducting detailed and in-depth discussions on the development direction and specific measures for community governance in the new era,with a view to providing some reference for grassroots party building leading community governance.The article is structured as followsThe overall structure of the article is as follows: the introductory section explains the background and significance of the chosen topic,the relevant domestic and international literature,the research ideas and methods of this article.Chapter 2introduces the basic situation of X community in Y city and the effectiveness of grassroots party building in leading the governance of X community,so as to pave the way for the subsequent research analysis.The third chapter is based on my visits and research analysis,and analyses the problems that exist in the functioning of community workers,the community and the internal party organisation under the leadership of the grassroots party organisation in community X in Y,and the reasons for the corresponding problems.The fourth chapter introduces the advanced experiences of community governance in developed regions and the implications they offer for grassroots governance in community X in Y.Chapter 5 puts forward countermeasures and suggestions for improving the quality and efficiency of community governance led by grassroots party building.The study concludes that,firstly,a sound career system for full-time community workers should be established to enhance the work force of grassroots organisations.Secondly,a standardised management and protection system should be established to build a grassroots governance platform that continuously optimises grid-based management capabilities and enhances refined services.Third,we should improve the governance system with the grassroots party organisation at its core,further enable the community party organisation to determine its dual functions of leadership and social governance,strengthen supervision and assessment,and improve the system of work responsibilities with clear lines of authority and accountability;fourth,improve the mechanism of residents’ self-governance,group-driven and social participation under the leadership of the party organisation,build platforms and carriers,organise and mobilise social forces to participate extensively in community governance,and stimulate the residents’ self-governance Fifth,promote interactive information technology,give full play to the advantages of "Internet + Party building" and "big data" to provide strong support for scientific management and efficient services,so that the ability of Party building to lead community governance can be further improved.
