Collaborative regulation is the key to advancing the modernization of food safety governance.Since the 21st century,the high-level government attention to food safety collaborative regulation has been continuously improved.In this context,whether the food safety regulation practice has responded to this?What logic does the actor follow when choosing a partner?Has it achieved desired results?In order to answer the above questions,it is necessary to systematically investigate the practice of food safety collaborative regulation in China.Based on this,this paper takes the central government joint publicatiorn of food safety as the indicator of collaborative regulation,and constructs the collaborative regulation,uses the social network analysis(SNA),and takes the perspective of legitimacy sort out the development of China's food safety collaborative regulation,inter-partnership formation logic and performance.Based on this,the future development direction is proposed.Firstly,this paper outlines the development stages of food safety collaborative regulation in the 21st century,and explores its evolution logic from the aspects of organization,system and technology.Next,it applies SNA to analyze the development trend of collaborative regulation quantitatively from the perspective of overall and group dimensions from the perspective of legitimacy,so as to explore whether it responds to high-level government's attention.Then,it applies the stochastic actor-oriented models,with the perspective of legitimacy.And the authority hypothesis,transitivity hypothesis,preferential attachment hypothesis and institutional proximity hypothesis are proposed,so as to explore the formation logic of collaborative regulation.Finally,it exploratoryly evaluates the performance of collaborative regulation using indicators such as the number of food poisoning reports,the number of food poisoning,the number of food poisoning deaths,and the number of food safety incidents reported by the media.It founded that,(1)in terms of the development trend of collaborative regulation,under the high pressure of legitimacy,regulatory practices have indeed made responsive adjustments,which can be proved by the changes in the overall network and group characteristics.It is worth noting that when examining the concentration of regulatory networks,we found that although cooperative supervision responded to concerns about social co-governance,the pace was slightly lagging behind.(2)in terms of the formation logic of collaborative regulation,internal legitimacy dominates the formation logic of collaboration.The authoritative hypothesis,transitive hypothesis,institutional proximity proposed in the paper are confirmed,while the the preferential attachment hypothesis is not verified because the overall convergence ratio of the corresponding model is too large.In general,legitimacy greatly shapes the dynamics of collaboration.(3)in terms of collaborative regulation performance,collaborative regulation has improved the regulation performance to some extent,and the food safety situation has gradually stabilized.
