Research On The Operational Dilemma And Countermeasures Of Hub Social Organizations

With the acceleration of social transformation,new organizational elements are growing stronger day by day,and social organizations are experiencing explosive growth.Based on the integration of society and cohesion of social organizations,pivot social organizations emerge at the historic moment.Hub type social organization is of great significance to social development because it can connect government and social organization organically and enhance effective communication and positive interaction between them.Many places actively promote social construction and strengthen social management through the construction of hub social organizations.From the perspective of the relationship between the state and society,the construction of the pivot social organization is a beneficial attempt to coordinate the development of the relationship between the state and society.The significance of building a hub type social organization is to make full use of the organization’s social intermediary role and social integration function,organically unify the state’s management and cultivation of society,and promote the harmonious development of the state and society.On the one hand,the hub social organization can accept the entrustment to perform part of the management functions,act as a bridge between the government and the society,and transmit;On the other hand,by virtue of its own resource integration advantages,social organizations in the same field,nature and level should be integrated to form the maximum resultant force of social forces.This paper comprehensively reviews the operation practice of B City Association for Science and Technology in playing the hub function.Based on the theoretical research of corporatism and collaborative governance,it concludes that B City Association for Science and Technology currently promotes the communication between the government and social organizations,pays attention to the service supply to social organizations,and explores various supports for social organizations.Some beneficial explorations have been made in strengthening effective guidance to social organizations,resulting in good effects in cultivating social organizations,promoting communication and consultation between government and social organizations,and making innovations in social governance paths.It is found that there are still some problems in hub social organizations when they play their roles,such as inadequate communication function,inadequate service function,imperfect organizational function,and inadequate guidance function.And analyze the reasons of these problems are the inertia constraints of administrative dependence,the legal norms are not perfect,the development of professional ability is insufficient,the support of resources is not in place.Finally,on the basis of analyzing the effectiveness and deficiencies of the hub function operation of B City Association for Science and Technology,this paper puts forward general countermeasures and suggestions from four aspects: strengthening independent development ability,perfecting rules and regulations,strengthening hub capacity construction,and enriching and expanding resource support.
