The Study On Governance Model For Social Organization Of Science And Technology In Beijing Area Under The New Situation

At present,on the background of strengthen social construction and promotion the innovation of social management in our country,the social service function of social organizations is becoming more and more prominent,and it is an effective carrier to make up the market failure and government failure,which is also attached great importance and received vigorously support from the government.In addition,the construction of the national scientific and technological innovation system also urgently need the scientific and technological community to play an important role.As a national science and technology innovation center,Beijing which pays a leading role needs more scientific support from the scientific community.Along with the needs of China's economic and social development,scientific and technological societies in Beijing area just as China's other social organizations,has experienced "recovery and development","the tortuous development","steady development" three stages after the reform and opening up policy.In 2013,in order to full play the role of social organizations,from national to local the long-term social organizations-"double management system" began to be reformed.During these time,all regions have explored and tried a new management model.Mixed management system is gradually being established.Then social organization entered the "growth" stage.Under this new situation,it is urgently need the scientific and technological community to reform from inside to outside.Based on the basis of theoretical research,this paper put forward the system analysis research to the science and technology community governance mode,in the four aspects external governance environment and five aspects of internal governance structure.In the aspect of theory research,this paper mainly explored the governance mode of the science and technology community under the new situation from the aspects of the governance theory,public goods theory and non-profit organization management theory.In the empirical research,selected science and technology community governance mode of experience in the United States,Hong Kong and Guangzhou and taken the science and technology community in Beijing as the example,this paper studied governance mode and the facing challenges for the scientific and technological community in Beijing.Through the investigation,literature analysis,case analysis and other methods,this paper also put forward countermeasures and suggestions for the governance mode of the scientific and technological community in Beijing.In empirical research,select the United States,Hong Kong and Guangzhou Science and technology community governance mode of experience,and to the Beijing Association for science and the science and technology community as an example,the system has combed the science and technology of Beijing community governance mode facing challenges,and through the investigation and study,literature analysis,case analysis and other methods,of science and technology of Beijing community governance mode is facing problems put forward countermeasures and suggestions.
