Research On Difficulties And Countermeasures Of Jinzhou Association For Science And Technology's Participation In Social Management Innovation

At present,our country is actively promoting the innovation of social management,and speeding up the construction of a new pattern of social management.As a social organization that provides public service for science and technology,every Association for Science and Technology(AST)is an important and indispensable part of the social cooperation in social management innovation.However,currently,the theory system of how the AST participates in social management innovation is not yet mature.This paper,from the overall and strategic perspective,fully recognizes the significance of the AST's participation in social management innovation.Through an in-depth study of Jinzhou AST's participation in social management innovation process and its achievements,the paper comprehensively analyzes the difficulties that Jinzhou AST faces in social management innovation,such as:lack of scientific work philosophy,lack of a sound mechanism,and lack of flexible and efficient technology and means,and then conducts an in-depth analysis of the causes of the difficulties,for example,the government's consciousness and intensity of streamline administration and delegating more power to lower-level governments is not enough,the legal system is not yet mature,and the social atmosphere of the AST participating in social management innovation has not yet been formed.On the basis of aforementioned analysis,considering relevant experiences of other provinces and cities,the paper further explores strategies to promote of science and technology associations' participation in social management innovation,and reaches the conclusions that we should:Firstly,strengthen self-building via three ways:perfecting mechanism and system,strengthening team building,and extending the organization,and emphasize the principal role of Jinzhou AST in the social management innovation;Secondly,strengthen the integration of resources to expand basic paths for Jinzhou AST in the social management innovation from three aspects:building the platform for activities,innovating social management function of the government;Thirdly,optimize social environment of Jinzhou AST in the social management innovation through perfecting the environment of relevant policy environment and creating a sound public opinions atmosphere.
