| After more than 40 years of reform,China’s rural areas have established a gradually improved rural governance system,but at the same time,they are also facing many challenges and problems.The current problems faced by rural governance include: insufficient awareness of citizen participation,difficulties in collective action,and poor effectiveness in rural rule of law construction.Solving these problems is an inevitable requirement for the modernization of rural governance.It also conforms to the requirements of establishing and improving a rural governance system that combines autonomy,rule of virtue,and the rule of law.There is a dependency between social capital composed of citizen participation networks,reciprocal norms,and trust,and the current requirements of rural governance.Rural social capital refers to non policy and non economic resources such as social relationships,social networks,social trust,and social practices formed within rural communities,which play an important role in rural governance.Social capital can promote benign consultation and interaction among various groups within the village,thereby achieving cooperation and consensus based on trust,promoting villagers’ extensive participation in rural public affairs,enhancing villagers’ enthusiasm for building the countryside,and promoting the realization of "good governance" in the countryside.Cultivating rural social capital provides a good way to solve rural governance problems and improve the efficiency of rural governance.However,after the reform and opening up,the looseness of the rural registered residence system has created the possibility for the flow of rural labor force between urban and rural areas.More and more rural people have left the countryside and entered the cities.Affected by rural population loss,rural cultural transformation,and the impact of marketization,the loss of rural social capital is serious.Currently,rural social capital faces problems such as insufficient cultivation of public participation networks,imperfect development of reciprocal norms,and poor social trust.Therefore,we urgently need to deeply explore and analyze the reasons for the lack of social capital in rural society,improve existing social capital,cultivate modern social capital,and promote the modernization of rural governance.Starting from defining core concepts such as grassroots social capital,rural social capital,and modernization of rural governance,this article adopts the meta governance and collaborative governance theories of social capital theory and governance theory,and on this basis uses literature analysis,questionnaire survey,and field interviews to comprehensively analyze the current situation of rural social capital.Taking the village of G County in Dongying City as the research object,the research found that there are currently shortcomings in social participation networks,reciprocal norms,and the cultivation of universal trust in rural social capital in G County in Dongying City.Aiming at the existing problems in the cultivation of social capital,this article analyzes the current phenomenon of insufficient cultivation of rural social capital from three perspectives: rural social capital,cultural environment,and institutional environment.Finally,from the perspective of improving the cultivation chain of rural social capital itself,optimizing the cultural and institutional environment for social capital cultivation,this paper proposes the next optimization path for rural social capital cultivation. |
