Since the reform and opening up,the party and the government have attached great importance to the work of rural poverty control,regarded poverty eradication as an important mission of the party,overcome difficulties all the way,and made unremitting efforts,and finally achieved a comprehensive victory in the battle against poverty in 2020,all rural poor people were lifted out of poverty,absolute poverty was eliminated,and a moderately prosperous society was built in an all-round way and the first centenary goal was achieved on schedule.However,poverty governance is long-term and sustainable,and the elimination of absolute poverty does not mean the end of poverty control,and policies related to poverty governance also need to be continuously adjusted and improved.Therefore,reviewing the change process of poverty governance since the reform and opening up and exploring its evolution logic is conducive to summarizing the valuable experience of poverty governance in China and providing reference and thinking for the continuous development of poverty governance with Chinese characteristics.Based on this,this thesis takes the Central Document No.1 and related policy texts since the reform and opening up as the research object,and after making preliminary preparations such as sample selection,text coding and coding testing,the research on rural poverty control in China since the reform and opening up is divided into four stages of 1978-2003,2004-2013,2014-2020,and 2021-present according to literature research and historical background,and constructs an analytical framework for policy texts.By analyzing the coding results of policy texts,data and charts are exported,and the evolution logic of poverty governance is analyzed from four aspects: governance mechanism,governance tool,governance subject and governance goal.From the perspective of governance mechanism,the party’s leading role has been continuously enhanced,and governance has tended to be institutionalized and systematized;From the perspective of governance tools,the number of policy tools is increasing,and the combination is increasingly optimized.From the perspective of governance subjects,it is shifted from government outsourcing to multi-subject collaborative participation;In terms of governance goals,from focusing on the development of production to improving services,attention is paid to the all-round free development of people.The poverty control system has been continuously improved,forming valuable development experience: first,adhere to the leadership of the Party and pay attention to the construction of the institutional system;Second,lay a good foundation for rural industrial development and cultivate endogenous driving forces;Third,adopt diversified governance to achieve efficient and comprehensive poverty alleviation;Fourth,multiple entities should work together to build a large-scale poverty alleviation pattern.Poverty control must be continuously adhered to and promoted in order to continuously meet the needs of the people for a better life,achieve the goal of common prosperity and the development of socialist modernization.In view of this,this thesis combines the experience of poverty governance since the reform and opening up,as well as the new problems and challenges faced,and proposes to promote effective policy convergence and build a long-term governance mechanism.It is necessary to optimize governance tools and fill the multi-dimensional gaps;It is necessary to build a platform for mutual aid and raise the awareness of national participation;It is necessary to shape high-quality development results and pay attention to the fairness shared by the people. |
