At present,the aggravation of population aging has made China take certain measures to cope with various problems caused by population aging,one of which is to gradually liberalize the birth policy and alleviate the pressure of population aging by increasing the fertility rate.Facing the peak of fertility of the post-60 s,post-70 s gradually retire,so that aging surge,the proportion of the population again rapidly increasing.One of the measures taken by China to deal with the problems caused by aging is to liberalize the birth of the second child to the third child,which clearly reflects the fertility promotion strategy adopted by China to cope with the aging trend.Liberalizing fertility policies and encouraging fertility will raise fertility levels,and fertility policies can guide people’s fertility behavior,but it cannot increase fertility by forcing births he occurrence of reproductive behavior is mainly determined by women of appropriate age,and as the number of women entering the workplace increases,professional women become a potential force for fertility,and the welfare of professional women is a key factor affecting the reproductive decisions of working women.Therefore,improving the welfare of working women will affect fertility.With the implementation of the three-child policy,various childbirth-related welfare policies urgently need to be improved,especially the welfare policy for working women,so the welfare policy system supported by the birth policy is the key to promoting fertility,and it is also the next development direction of the birth policy and welfare policy.At present,the fertility rate in Shenyang City is showing a trend of decreasing year by year,which is related to the imperfect or inadequate implementation of Shenyang women’s welfare and social welfare in Shenyang,which makes Shenyang’s fertility level decline,in view of this situation,it is urgent to adjust and improve Shenyang women’s welfare to stimulate fertility.Through the review and understanding of literature,this paper has a certain grasp of the theoretical level and the existing research on the welfare of working women at home and abroad,and then through the combing of relevant documents on the government website and the welfare policies of working women,the overall situation of the current welfare of working women has been grasped to a certain extent.Then,through the distribution of online questionnaires to investigate the understanding and enjoyment of professional women’s welfare,questions were put forward and analyzed on the implementation of the current welfare policy for working women in Shenyang,and on this basis,countermeasures and suggestions were put forward to solve the problem according to the existing problems,so as to meet the welfare needs of working women,improve childbirth-related welfare policies,and provide sufficient protection for working women’s reproductive decision-making.Through the investigation of the welfare of working women,it is analyzed that there are problems in the welfare of working women,such as incomplete project content,lack of job security,few childcare service institutions and lack of childcare policies,which are caused by insufficient policy implementation,insufficient financial support,low social participation in childcare services and low government supervision,so this paper makes suggestions to improve the welfare level of working women from four aspects: optimizing top-level design,strengthening financial support,improving childcare services and improving the welfare level of female employees in enterprises. |
