| The arrival and development of the era of big data has made public management practice and theoretical research into the "technological revolution era." Big data has had a profound impact on local government governance capabilities and also provided a good opportunity for local government governance.Data-driven,as a value correlation between big data and government governance,drives government governance capabilities by providing local governments with massive data resources and big data technologies and transforming them into effective decision-making information.Based on the research results of local government governance capacity structure based on big data perspective at home and abroad,starting from the related theory of big data driving local government governance capacity,and divide the local government governance capabilities based on big data into scientific decision-making capability,precise governance capability,problem response capability and sustainable innovation capability.Combined with the development direction of government governance driven by big data and the main content of government governance capability modernization,the four constituent variables are further decomposed and explained.Through the AHP analytic hierarchy process,the indicators of local government governance capability based on big data are measured and weighted,and the importance degree of the capability component is sorted and analyzed according to the weight value.It is found that the four sub-capabilities are an important part of local government governance capabilities,but scientific decision-making capability and precise governance capability have a greater impact on the capability of local government governance based on big data.Taking Datian County as an example,starting from the four dimensions of local government’s scientific decision-making capability,precise governance capability,problem response capability and sustainable innovation capability to expand questionnaires and interviews to measure the current situation of Datian County government governance capacity under the background of big data,it is found that Datian County government governance capability in the context of big data has some problems,such as a single structure of public decision-making,the imperfect construction of the underlying individual information database,the lack of big data talents,and the lack of initiative to rely on big data for government governance innovation.Through further mining and analysis,the reasons for the problems are summarized as the dynamic network collaborative governance system of multi-agents has not been established,the supporting factors such as big data technology and talents are insufficient,the big data governance concept and innovation consciousness have not yet formed and so on.According to the analysis of the composition of local government governance based on big data and empirical analysis and the problems and causes of local government governance capabilities under the background of big data,it proposes to the decision-making of driving data,and focus on enhancing the capability of scientific decision-making,integrate the needs of differences and fully develop the capability of precise governance,build a big data platform and attach importance to improving problem response capability and rely on big data technology to accelerate the promotion of sustainable innovation capability. |
