The Application Of Cloud-VIKOR To Research On Priority Decision For Old Urban Community Renovation

Old urban community renovation is an important work of urban renewal in China.The government will complete the renovation work of old urban communities built before2000 in the 14 th “Five-Year Plan” period.There are some problems in old urban community renovation,including huge stock,complex situation,and limited funds.In order to ensure the quality and efficiency of renovation,government requires a method to arrange the renovation sequence for old urban communities.The method should evaluate the priority of old urban community renovation scientifically.However,the existing research is mostly focused on single perspective such as urban planning,building status or residents’ needs.Therefore,this article constructs an evaluation model from comprehensive perspective.It provides a scientific method to evaluate the priority of old urban community renovation.This article uses Systematic Literature Review method to sort out the evaluation indexes proposed in the existing research,then use CIPP evaluation model constructs the evaluation indexes system from four aspects: Context,Input,Process,and Product.The method of Cloud-VIKOR is selected to constructs the evaluation model.This method reflects the fuzziness and randomness of semantic evaluation,and considers the decisionmaking mechanism coefficient,the group utility,and the individual regret comprehensively.Finally,this article selects 9 old urban communities in L city to verify the evaluation model is scientific.The results show that the evaluation index system is comprehensive: the evaluation index system includes the whole implementation process of old urban community renovation and basically covers the evaluation indexes involved in the existing research.The evaluation model is scientific: the priority decision result of the 9 case communities is basically consistent with the actual renovation sequence and will not change greatly due to the fluctuation of decision-making mechanism coefficient and the evaluation indexes weight.The evaluation model can obtain reasonable and effective evaluation results.In addition,this article analyzes the evaluation results from four aspects: context,input,process,and product.It verified that the evaluation model can help decision-makers diagnose and optimize the renovation project.
