Study On Government Function Of Rural Human Settlement Environment Governance In Jingyan County,Sichuan Province

President Xi stressed in the Party’s Twenty National Congress report: "Speed up the building of China into an Powerful agricultural country,and steadily promote the revitalization of rural industries,human resources,culture,ecology and organizations",He specifically mentioned "improve the level of environmental infrastructure construction,and promote the improvement of urban and rural living environment".In addition,important policy documents such as the Five-Year Action Plan for Improving Rural Living Environment(2021-2025),the 14 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of Long-term Goals for 2035 all propose that rural living environment should be significantly improved during the 14 th Five-Year Plan period.In the context of comprehensively promoting rural revitalization and giving priority to rural agriculture development,promoting rural human settlement environment governance is an important starting point to promote rural livable and working conditions.The academic circle analyzed the connotation and composition of rural human settlement environment governance,and studied the promotion of rural human settlement environment governance from various aspects such as autonomy,rule of law,moral governance and cooperative governance.A series of evaluation systems are constructed through various tools,data and so on.But there are still some weak links,especially in the less developed western provinces.According to the people’s growing needs for a better life,the governance of rural human settlements environment remains a heavy and tough task,among which the government function is very important in the management of rural human settlement environment.This paper takes Jingyan County of Sichuan province as an empirical text,this paper adopts the methods of literature study,comparative analysis,on-the-spot interview and questionnaire survey,using holistic governance theory,public pond resource theory and habitat environmental science theory,on the basis of sorting out the relevant policies,this paper makes a further empirical study on the government functions in rural human settlements environment governance in Jingyan County,Sichuan province.This paper first introduces the research background and significance and research trends in China and abroad,then defines and expounds the core concepts and theoretical basis involved in this paper.And then to investigate and study the government functions in rural human settlement environment governance in Jingyan County,Sichuan province,this paper analyzes the problems and reasons of the government function in rural human settlement environment governance in Jingyan County,Sichuan province,and draws lessons from the excellent practices of other cities and counties in China,this paper puts forward some countermeasures and suggestions for perfecting the government functions in the management of rural human settlements environment in Jingyan County,Sichuan province: Changing the management idea,improving the management ability,perfecting the working mechanism,enlarging the talent team,expanding the financing channels,strengthen the guarantee of funds;guide the construction of multi-subject governance model.
