Chinese Administrative Accountability System

In the context of globalization,this makes crisis governance an issue that modern countries must face,and it also puts forward higher requirements for the crisis accountability capabilities of governments.Especially in today’s continuous eco nomic development,public health emergencies occur frequently,and their sudden ness,severity,urgency,and uncontrollable characteristics lead to a wide range of accountability,involving many fields,especially in it It is not only the difficulty of accountability brought about by the intersection of public management,law,political science,economics and other fields,but also the difficulty in identifying the objective facts of complex and diverse accountability events in practice.While bringing life,health and property damage to citizens,it is also a challenge to building a government with credibility and a service-oriented government that serves the people.After analyzing the theoretical logic of the implementation of the administrative a countability system,this article puts the administrative accountability system in the special context of public health emergencies to analyze the special connotation of administrative accountability,and uses public health emergencies as an example to analyze the The problems existing in the administrative accountability under the abnormalization,highlight the commonality with individuality,clarify the shortcomings of the administrative accountability itself,so as to effectively play the function of accountability.After the SARS outbreak in 2003,an "accountability storm" blew up across the country.After that,local governments also began to formulate responsibility norms for administrative officials,gradually shifting from "storming" to "institutionalization." The administrative accountability rules and regulations promulgated in various places have problems such as a single accountability subject,insufficient effectiveness of the accountability system,and lack of responsible subjects due to the absence of a unified upper-level law as the legislative basis.At the same time,Confucian ethical and political thought constitutes the theoretical and philosophical foundation of administrative accountability,and the resulting " official standard" thought makes administrative accountability fundamentally hindered.In this risky society,it not only brings great difficulties to our government.Then comes the requirement of administrative responsibility which is even more of a challenge.Therefore,this article will put forward suggestions from three aspects: First,establish a cultural foundation for the development of the administrative accountability system from the ideological point of view.Ideological construction is a basic construction,and the combination of mandatory regulations and flexible constraints is expected to better develop administrative accountability.Second,a comprehensive accountability system for public health emergencies is proposed for institutionalize d accountability,such as establishing the principle of administrative accountability for emergencies,deepening procedural accountability,and clarifying the specific r esponsibilities of specific subjects;finally,the government should be held account able.Combined with social accountability,improve the coordination and cooperation capabilities of various accountability mechanisms.
