In recent years,with the continuous emergence of the problem of peasant workers'wage arrears,governments at all levels attach great importance to the protection of peasant workers'rights and interests,and have formulated a number of laws and policies to provide institutional protection for solving the problem of peasant workers' wage arrears.However,the research shows that although the governance work has been alleviated for many years,it has not fundamentally solved the problem of wage arrears,and the situation is still grim.Whether the problem of peasant workers'wage arrears can be properly solved will not only affect the establishment of the socialist market economic order,but also have a certain impact on the construction of a socialist harmonious society.Therefore,whether we can effectively solve the problem of wage arrears is a problem that governments at all levels must face up to,and it is a challenge to build a service-oriented government.The main purpose and significance of this study is to focus on the analysis of the causes and problems of peasant workers' wage arrears in China,and explore the application of the concept of holistic governance to solve the problem of peasant workers' wage arrears.At present,although the government faces the problem directly,promulgates a series of laws and regulations to deal with the problem of wage arrears,strengthens the patrol and law enforcement of supervision departments,and even many departments have formulated corresponding systems and emergency plans,the results are unsatisfactory,with little effect.The reason is that the various departments in arrears of wages are governed separately,information is not shared,governance is not linked,does not form a whole,can not form a joint effort to achieve the governance effect.In fact,the theory of holistic governance requires government management to concentrate from decentralized departments to a unified dimension,from departmental management to the overall situation of the basic theory.Based on this theory,this paper advocates that from the perspective of holistic governance,through the analysis of the current relevant cases in China.From the establishment of special governance team,linkage mechanism of construction departments,establishment and strengthening of emergency response systems,construction of special information platform,use of platform information for linkage,improve supervision system,strengthen policy guidance and propaganda,the corresponding countermeasures are put forward in order to provide reference for solving such problems.The main research methods are literature research and case analysis.
