In recent years,with the rapid development of social economy and the increasing level of urbanization,a large number of migrant workers choose to enter the city to find jobs and new ways of life.They have made outstanding contributions to the cause of socialist modernization.At the same time,their legitimate rights and interests have not been well protected,most prominent in the arrears of migrant workers wages.With more and more migrant workers’ unpaid pay events being paid attention by the society,the State Council launched a special action to "eliminate wage arrears".As one of the top100 counties and cities with comprehensive strength,D city has migrant workers in all walks of life,and there is also a phenomenon of arrears in migrant workers’ wages,which affects the harmonious and stable society.The D Municipal government has been committed to creating a governance pattern with no arrears in wages.Through the methods of literature review,investigation and interview,case analysis and comparative analysis,combined with Rawls Justice Theory and holistic governance theory,this paper studies the situation of migrant workers in D city from the perspective of policy implementation,analyzes the wage arrears of migrant workers in D City,the measures taken by the regulatory authorities,the progress and difficulties of the management of wage arrears,and finds that the governance of migrant workers in D city is under guaranteed There are some problems in the operation of laws and regulations,market order,enterprise employment management,wage arrears,working conditions allocation and so on.Based on the above problems,this paper uses the methods of investigation and interview and case analysis to explore the causes of these problems.Through the study,we found that the main reasons for the problems can be attributed to the following four points: first,the legal system is not perfect;second,the labor management system of enterprises is not in place;third,the lack of inter departmental cooperation leads to the poor effect of system implementation;fourth,the legal consciousness of migrant workers themselves is not strong.In view of these problems in the management of wages in arrears in D City,after the research and analysis of the cases and the opinions and suggestions of the front-line law enforcement staff,the paper puts forward five suggestions combined with the systems currently being implemented: to improve the construction of local laws and regulations and law enforcement teams,to implement the wage payment system of the employer,to improve the mechanism of inter departmental cooperation and improve the efficiency of wage arrears management and expenditure guarantee,to guard against all kinds of risks caused by wage arrears,strengthen the positive publicity and guidance of migrant workers’ wage arrears.The author hopes that these suggestions can provide new ideas for D city to establish a long-term mechanism to solve the problem of migrant workers’ arrears,form a governance pattern with complete system,strong supervision and responsibility implementation,so as to better solve the problem of migrant workers’ arrears. |
