Research On Problems And Countermeasures In Urban Community Grid Governanc

Is a key part of the urban structure,urban community in recent years,to further improve our country’s urbanization rate,great changes have taken place in urban life,"acquaintance society" gradually have been pouring into the "new citizens" apart,stream of people,logistics,information flow,such as concentration,urban community elements,more diversified value orientation,Urban community management has become the object of academic attention.Faced with the new situation,new theories and new requirements,how to innovate urban community management and seek efficient governance mode has become the concern of all parties.In November 2013,the third Plenary Session of the 18 th CPC Central Committee was held in Beijing,proposing to modernize China’s governance system and capacity,with greater emphasis on modernizing community-level governance systems and capacity.In the continuous exploration of urban community governance in the third Plenary Session of the 18 th CPC Central Committee,grid governance has become a new model of community governance.Compared with grid management,grid governance has richer connotation and pays more attention to the integration,participation and interaction of multiple forces,which is a kind of ideological guidance.In this paper,using the governance theory as the theoretical support to the city of shandong province R L community as an example,take the literature research,field survey and the interview investigation,introduces and analyzes the operation mechanism of grid management and the pros and cons of management,aiming at problems in the practical management and the reason analysis,and then puts forward countermeasures to optimize the implementation of the grid management,Explore the grid governance model from the perspective of the community as a whole.From the concrete practice condition,city of shandong province R L community as a measure of the old,relatively fast urbanization,grid management pattern is relatively mature,the grid’s overall planning and layout more scientific,the party led to the thorough,internal party organization fully embedded into the grid,a number of convenient service function to sink to the grid,improve management efficiency.However,compared with the grid governance in advanced areas,the grid governance of community L still has the following problems: unclear rights and responsibilities of community grid;Lack of independence,low autonomy initiative;Grid governance credibility is low,residents with desire is not strong;The level of informatization is not high;Lack of professional ability,treatment and security is not in place.The main reasons for these problems are: lack of institutional constraints,power and responsibility structure is not coordinated and standardized;It is difficult to raise funds in the grid;The form of management is greater than the connotation of governance;The multiple participation mechanism is not sound;Network information platform efficiency is low,inclusive and open degree is not enough.On the basis of comprehensive analysis of the grasp,in view of the city of shandong province R L community grids management problems put forward countermeasures and Suggestions,such as building grid governance mechanism,perfect the grid architecture and staffing,reinforcement grid cognition and the organization construction,pay attention to the introduction of science and technology support,increasing the grid platform construction,set up the grid as a whole evaluation mechanism,etc.It is hoped that the analysis and research of this paper can provide reference for L community in R City,Shandong Province to improve grid governance in the future,guide practice continuously,and further improve the efficiency of community management.
