With the prosperity and development of China’s economy and society,the people’s demand for service-oriented government is constantly increasing.How the county-level government departments use performance appraisal to improve work efficiency and better adapt to the complex changes of the economy and society is the key and difficult work that the grass-roots government attaches great importance to.In the actual operation process,some defects are found in the performance appraisal methods of some grassroots government departments,which results in the performance evaluation cannot effectively play its due effect,so as to effectively improve its service efficiency,thus weakening the credibility and cohesion of government departments to a certain extent.Therefore,in order to improve the public service level of the county government,it is necessary to carry out an effective performance appraisal.The research on the performance appraisal of the grassroots government in China is deepening,but it is still in the initial stage due to its late start.Compared with foreign countries,the domestic performance appraisal research is mostly applied to enterprises.With the advancement of the administrative system reform,the performance appraisal is gradually introduced by the government departments,and scholars are also paying more and more attention to the research on the performance appraisal indicators of the government departments.This paper uses the target management theory,responsibility theory,theory of government,government functions and other related academic theory,through the literature research,visiting survey,comparative study and other research methods,refer to X county about government performance appraisal history file,data and units of aggregation unit field visit investigation,obtain first-hand research data.Through the X county government department performance appraisal of appraisal subject,evaluation index setting,evaluation methods and evaluation results using the aspects of the analysis,found that X county government performance appraisal system of appraisal subject single and professional insufficiency,evaluation index weight allocation is unreasonable and set unscientific,lack of evaluation methods and information asymmetry and evaluation results.Finally to comb summarizes the related problems as the guide,draw lessons from the advanced experience of some grass-roots government performance appraisal system at home and abroad,put forward to expand the scope of the appraisal main body,improve the professional ability,reconstruction performance appraisal index,strengthen index dynamic adjustment,expand the performance appraisal method,improve information collection ability,strengthen the assessment results use,establish long-term evaluation mechanism of specific Suggestions,for the county government performance appraisal system.
