Study On The Economic Function Of Local Government In Developing Shenxian

County economy refers to the economic development and operation status with county administrative units as the basic unit in China’s administrative division system.The county-level administrative unit usually refers to the administrative areas established by the state and local governments,with certain administrative power and economic management responsibilities.The concept of county economy emphasizes the regional characteristics of local economy and the importance of grassroots governance.Compared with the national or provincial economy,the county economy pays more attention to the characteristics and needs of local resource utilization,industrial layout,market demand,talent training and other aspects.It focuses on the economic development within a place,and aims to achieve the economic growth,employment increase,income increase and the improvement of the living standards of the residents.The characteristics and problems of county economy are diverse,and taking measures according to local conditions and adopting local policies has become an important principle for its development.The performance of the county government has an important influence on the economic development of the county,so it is of very important practical significance to study the economic functions of the county government.Shennxian in Shandong province as the research object,using literature research,interviews,qualitative analysis of the combination of the method,with the Chinese government economic function,the new public service theory,administrative ecological theory and other related theory as the basis,systematically analyzes the shen county government in promoting the development of county economy started,analyzes the local government in the industry development positioning is not clear,the government power and responsibility is not clear.The reason is that in the process of performing economic functions,Xinxian government has backward governing concept,excessive intervention in industrial economic development and low sustainability of industrial development planning.In view of the existing problems,this paper finally puts forward the countermeasures and suggestions of building a service-oriented government,improving the efficiency of administrative examination and approval,and promoting the coordinated development of urban and rural characteristic industries,in order to promote the sustainable development of Xinxian economy.This paper holds that from the formulation to the implementation of local economic policies,from the administrative compulsory regulation to the guidance of financial support policy,different administrative means will have great economic effects on the development of local economy.Xinxian county is a typical representative of the underdeveloped region in western Shandong Province.Studying the practice and experience of the economic functions of the government within the county area can provide some reference ideas for the underdeveloped counties in China.
