Drug is a public hazard and an important issue related to public safety.At present,the international drug tide continues to spread,and the global problem of manufacturing,smuggling and abusing drugs is more prominent.It is a worldwide problem to deal with the drug problem,especially the increasing penetration of the surrounding drug source areas and international drug trafficking groups into China.The situation of anti drug struggle is grim and complex.The anti drug work has been incorporated into the national security strategy and the construction of a safe and legal China.Drug treatment is an important part of the people’s war against drugs.With the regulations on drug treatment,the work of compulsory isolation fordrug treatment in China is on the right track.However,there are many problems in practice,one of which is the difficulty of compulsory isolation fordrug treatment personnel to return to society.At present,the quantities of drug addicts who has accepted compulsory isolation treatment keep increasing year by year.Although the effect of drug addicts in compulsory isolation treatment center is obvious,the relapse rate is still high after returning to society,which does not adapt to the new tasks and requirements of drug control and drug treatment in the new era.It is worth be paid attention by government institution.This paper elaborates the situation of addicts who has accepted compulsory isolation treatment when they return the regular social life.Combined with the result of the questionnaire survey,after the analysis to the result,a few problems show in the recent work of managing returning drug addicts,such as the Dereliction of duty of government,the obvious shortcomings of the executive agencies,the subjective constraints of drug addicts,and negative affect of Anti-drug policy external environment.The drug addicts,as the policy objects,are very hard to accept the recent policy.Depend on the Smith model,on the angle of the progress of the policy implement,there are 4 important influence factor play a important role,it is found that the reasons for the adverse implementation of compulsory isolation drug addicts’ return to social management measures are: the lack of policy itself,the complexity of the implementation subject,the difficulty of target groups’ behavior adjustment and the obstruction of environmental factors.And draw a lesson from the experience of Chinese Hong Kong,Chinese Macao,USA,UK and Singapore.These countries and areas run a developed management of drug addicts’ return to society,the rationalization improvement measures are proposed,the effective connection of each link in the implementation of management measures is strengthened,and the establishment of multi-dimensional and three-dimensional executive force network is proposed,so as to promote the implementation Finally,the paper puts forward four dimensions of management work plan: improving supporting policies and regulations,establishing social management system,constructing service guarantee mechanism fordrug addicts,and creating a good social environment fordrug addicts.The research result of this paper is that Smith’s policy implementation process model is innovatively introduced into the research of compulsory isolation drug addicts’ return to social management.By putting forward the implementation plan of compulsory isolation drug addicts’ return to social management,we have a more intuitive and clear understanding of the problems existing in the work of compulsory isolation drug addicts’ return to social management,which provides a reference for the research and practice of compulsory isolation drug addicts It provides a new perspective and ideas forthe social management work.
