Research On The Path Of Rural Intelligent Governance

The 19 th National Congress of the Communist Party of China creatively put forward the strategy of rural revitalization.Revitalizing the countryside is the most important means and channel to achieve the second centenary goal,and also an important measure to push through the old and bring forth the new in the work in the field of agriculture,rural areas and farmers.The essence of rural governance is to solve the "three rural issues".At this stage,there are many problems in rural grass-roots governance in China,such as insufficient rural governance resources,weakening of the main governance capacity,and the governance model needs to be optimized.The traditional rural governance model is gradually unable to meet the growing demands of the people’s livelihood and the needs of grass-roots governance work in rural society,which makes the use of intelligent means an important measure to improve the effectiveness of rural governance and promote the realization of "effective governance" in rural areas.As a demonstration area of common prosperity in China,Zhejiang Province has earlier tried to apply intelligent technology to rural social governance,promoting more orderly,sophisticated and efficient rural governance,and forming a refined management model of village wise governance.Based on the author’s research ability and the accessibility of data,this paper combs the basic situation,main practices and achievements of the innovative practice of rural intelligent governance in Longyou County,Zhuji City,Yuhang District,Zhejiang Province,and analyzes the experience,enlightenment and shortcomings of these three cases on the basis of the research results of rural governance theory and digital governance theory in China at this stage,In order to sum up the common problems faced by the current rural intelligent governance.China’s use of big data,cloud computing and other intelligent technologies to promote rural governance is still at the initial stage of exploration and development.There are still many constraints in the application process,such as poor data quality,low information sharing,insufficient rural governance resources,and difficulties in promoting intelligent technologies,which greatly restrict the application and popularization of intelligent technologies in rural governance.The important way to solve the current problem is to explore and optimize the path of rural intelligent governance with an open mind.The overall framework of rural intelligent governance can be built from the aspects of optimizing planning and design,increasing policy support,improving legal protection and improving infrastructure construction;Improve the comprehensive capacity of rural intelligent governance by optimizing the coordinated management of administrative subjects,strengthening villagers’ digital publicity and education,increasing the training and introduction of talents,establishing effective platforms and databases,and accelerating the innovation of intelligent governance technology;Integrate all kinds of rural intelligent governance resources from the aspects of improving villagers’ awareness and level of autonomy,broadening sources of funds and advocating active participation of social resources,and strive to provide a more comprehensive idea for improving the path of rural intelligent governance,and provide a strong guarantee for the rural revitalization strategy in the new era.
