Research On The Problems And Countermeasures Of Neijiang Public Security Organs’ Management Of Foreigners

With the rapid development of China’s economy and the implementation of the "Belt and Road" initiative,China has increasingly frequent contacts with other countries in the world.At the same time,as China’s population is aging and its "demographic dividend" is gradually disappearing,the government,while encouraging people to have a "second child" and a "third child",draws on the development experience of western developed countries to introduce a number of policies and convenient measures to encourage the "introduction of wisdom,investment and talent".To this end,the Chinese government has invested a large number of human,material and financial resources to provide more convenience for foreigners to travel,employment,business and study.Since the reform and opening up,more and more foreign companies and sino-foreign joint ventures have been established in China,including some of the world’s top 500 international well-known enterprises.On June 27,2021,Chengdu Tianfu International Airport was officially put into operation,making Chengdu the third city in China to have two large civil international airports,following Beijing and Shanghai.In November 2019,the National Immigration Administration officially announced that starting from December 1,2019;the 144-hour visa-free stopover policy of Chengdu Airport in Sichuan province for foreigners will be extended from Chengdu to the administrative areas of Chengdu,Neijiang and other 9 cities.Chengdu Shuangliu Airport and Tianfu International Airport have opened a number of routes to Europe,the United States,and Southeast Asia,Africa and other regions,creating more convenient conditions for foreigners to do business,travel,visit and other activities in Sichuan.According to statistics,Sichuan province handled a total of 1,0906,074 temporary accommodation registrations for foreigners in 2019,and 119,276 temporary accommodation registrations for foreigners from January 1,2021 to September 13,2021,even though the entry of foreigners was restricted due to the impact of COVID-19.With the increase in the number of foreigners,there is also a corresponding increase in the number of illegal foreigners.How to strengthen the management of foreigners and improve the service level for foreign countries has become an urgent problem to be solved by the relevant foreign functional departments of the government.For a long time,the Exit and Entry Administration department of the public security organs has played a very important role in the management of foreigners as the main and leading department of the management of foreigners.This paper takes the management of foreigners in the public security organs of Neijiang city as the research object,analyzes the current situation of the management of foreigners in the public security organs of Neijiang City by using literature research method,case analysis method,questionnaire survey method and interview method,combined with public governance theory and cooperative governance theory.The main feature of this paper is that it is close to the actual work of foreigner management of Neijiang public security organs.Through the accurate data provided by Neijiang public security organs and real cases of foreigner management,it puts forward practical countermeasures and suggestions.The public security organs of Neijiang foreigners management exist the following problems: the government management emphasis is not enough to foreigners,foreigners management model is unreasonable,management efficiency is low,foreign government functional departments of foreigners between information cannot be Shared with each other,the entry and exit the inadequate,there is no specific detain illegal aliens,foreigners management affected by the diplomatic relations and public opinion.To solve these problems,this paper put forward a sound system of the entry and exit administrative law and system,perfecting the government multisectoral coordination of transportation pipe outside the "big" pattern,improve foreigners management level of science and technology,strengthen the professionalization of the public security organs of Neijiang foreigners entry and exit management team construction,strengthen the foreigners management policy support and funding support,strengthen international cooperation to crack down on illegal immigration and other countermeasures and Suggestions,In order to improve the management level of foreigners in Neijiang public security organs,so as to optimize the management mode and system of foreigners in Neijiang public security organs.
