Innovative Research On The Management Of Chinese Entry-Exit Foreigners In China In The New Era

The report of the 19 th National Congress pointed out: "Socialism with Chinese characteristics will enter a new era,and the door to China’s opening will not be closed.It will only grow wider." With the deepening of reform and opening up,frequent exchanges and activities,more and more foreign countries.People come to China to work,study,live,travel,and visit relatives.Foreign NGOs also come to China to carry out activities such as environment,culture,education,health care,science,technology,and humanitarian affairs.The number of foreigners coming to China is increasing year by year.At the same time,foreign forces took the opportunity to enter China in an attempt to disrupt China’s social order and subvert state power.On April 15,2014,Xi Jin hosted the first meeting of the Central National Security Council,stating that “enhancing the sense of urgency and achieving peace of mind is a major principle that we must always adhere to in governing the party and the country.” It has pointed out the direction for creating a new situation in national security work.The administrative department of the public security exit and entry administration,as the competent department of foreigners,should adapt to the new form and achieve comprehensive and systematic management of foreigners.Based on the social theory with Chinese characteristics,overall national security,and system theory,this paper analyzes the new requirements and tasks of the new era for the management of foreigners entering and leaving the country,and introduces the management system and work status of foreigners entering and leaving the country.The management system and experience of immigrant countries are compared,and it is found that the internal and external mechanisms of the management of foreigners entering and leaving the country have uncoordinated internal and external mechanisms,the management power of the National Immigration Bureau and the local public security personnel are not unified,and there are no management talents.Countermeasure measures,the focus of this paper is to explore how to reform the management system of public security for entry and exit foreigners,to innovate management mechanisms,improve the ability and quality of management teams,and to realize the professionalization,systematization,panorama and promotion of public security for entry and exit.The level and level of public security entry and exit management to safeguard national security and social security.
