Research On The Problems And Countermeasures Of The New Era Ciyilization Practice Center In Fengrun District Of Tangshan City

In July 2018,the third meeting of the Central Committee for the Comprehensive Deepening of Reform deliberated and adopted the Guiding Opinions on the Pilot Work of Building a Civilized Practice Center for a New Era,which clearly put forward the concept of building a civilized practice center for a new era for the first time.Subsequently,the practice of civilization in the new era began to spread throughout the country.The Civilized Practice Center for the New Era is an important starting point for the Party and the country to attach great importance to and strengthen the ideological and cultural development at the grass-roots level in the new era.It is an important means to get through the "last mile" of publicizing,educating and caring for the masses.It plays an important role in publicizing the ideas and concepts of socialism with Chinese characteristics for the new era,enriching the spiritual and cultural life of the masses,promoting the transformation of customs,and realizing the strategy of rural revitalization.Therefore,studying the New Era Civilization Practice Center,exploring ways and means to optimize development,can give full play to the mission of the New Era Civilization Practice Center to hold the flag,gather people’s hearts,cultivate new people,and display its image,which is of great significance to improving the level of China’s grass-roots cultural work and realizing the rural revitalization strategy.There are few studies on the practice center of civilization in the new era in China.The existing studies are basically based on the construction experience,connotation and role.There are few systematic studies,and most of the studies are theoretical,but not practical.This paper will start from the perspective of practice,with a new era civilization practice center as the main body.With the literature research method,interview survey method and questionnaire survey method,this paper takes the operation of the New Era Civilization Practice Center in Fengrun District,Tangshan City as the research object,and based on the cultural governance theory,collaborative governance theory,and public participation theory,studies the problems existing in the operation of the New Era Civilization Practice Center in Fengrun District.First,introduce the construction,operation status and main measures of Fengrun District New Era Civilization Practice Center.Secondly,it points out several problems,such as the lack of funds and talents at the grassroots level,the uneven development of activities between regions,the lack of innovation in practical activities,and the low participation rate of the masses.It analyzes the causes of these problems,including outdated ideas,imperfect coordination mechanisms,mismatched supply and demand in activities,and incomplete management mechanisms.Finally,it puts forward targeted countermeasures such as enhancing and consolidating the resource guarantee for the operation of the new era civilization practice center,establishing and improving the coordination mechanism of the new era civilization practice center,exploring and innovating the form and content of the new era civilization practice activities,and establishing and improving the management mechanism for the operation of the new era civilization practice center.The implementation of these countermeasures is not only conducive to maximizing the value of the civilization practice center in the new era,giving full play to its effectiveness,and helping the rural revitalization strategy,but also can enrich the spiritual and cultural life of the masses,close the relationship between the Party and the masses,and cultivate a new style of social civilization.
