Study On The Optimization Of Government Behavior In The Process Of Government Procurement And Its Countermeasures

In the process of the continuous improvement of the socialist market economy system with Chinese characteristics,the relationship between the government and the market should have both boundaries and cooperation.In fact,it is necessary to clarify the important role played by the government in the economic field.Government procurement is an innovative mechanism of cooperation between government and market entities,which can effectively improve the organic integration of government resources and market resources.To further deepen the system and mechanism of government procurement is an inevitable requirement for the modernization of government governance capacity.In 2020,Qiantang District was officially established in Hangzhou on the basis of the former Economic and technological Development Zone.Qiantang District is the pilot demonstration area in Zhejiang Province to promote the integration and improvement of reform and opening platform,and also the main industrial front of Hangzhou’s "Yongjiang Development".At present,the unique strategic positioning of Qiantang District,government procurement is typical in both quantity and scale,especially under the epidemic situation,Qiantang District continues to explore the field of government procurement,providing grassroots experience samples for the study of government behavior optimization and countermeasures in the process of government procurement.From the domestic and foreign research literature,there are a lot of research results on the topic of government procurement at various levels,but most of the research focuses on the analysis of government procurement performance evaluation and system construction,and some of the results focus on the optimization of a certain link of the government procurement process.However,there are few researches on the optimization of government behavior and countermeasures in the process of government procurement from the perspective of the purchasing subject government within the county area.Therefore,this study has good theoretical and practical significance.Based on the theory of public finance and the theory of new public management,this paper sorts out and builds five dimensions of the implementation of government behavior in the process of government procurement: Information communication,use efficiency,policy support,final account efficiency and talent team construction.Taking the innovative practice in the process of government procurement in Qiantang District of Hangzhou City as a case study,it highlights the positive interaction between government and market entities in the process of government procurement.Based on the construction of procurement policy system,procurement scale and procurement innovation,this paper analyzes the role positioning of the government in the process of government procurement and the status quo of the role play of government behavior in Qiantang District.On this basis,it discusses the deficiencies and causes of the role play of government behavior in the current process of government procurement from five dimensions.Finally,the government behavior optimization in the process of government procurement is proposed to improve the service efficiency,advocate multiple participation,strengthen the procurement supervision,optimize the performance evaluation,increase the construction of talent five levels of countermeasures.
