Research On The Autonomy Of Social Organizations In The Government Procurement Of Public Services Of Y District In Chongqing

The government procurement of public services from social organizations is an important way of socialized public services in favor of the better supply of public services by government.In response to the diverse needs of the public,the government departments in Y district has purchased services from social organizations.In the process of contract performance,some government departments have interfered with the operation logic of social organizations,affecting the quality of public services provided by social organizations in turn.This result not only is contrary to the original intention of government purchase to some extent,and also attracts the attention of the academic community.Taking Y District of Chongqing as an example,this paper investigates the whole process of the government procurement of public services from social organizations based on the questionnaire survey and in-depth interviews.Carrying on the resource dependence theory,this paper analyzes the resource dependence relationship between the government and social organizations and its influence on the public services provided by social organizations in the government procurement of public services from social organizations.It is found that the rights and obligations of both parties specified in the purchase contract indicate that the complementarity of resources and capabilities between the government and social organizations has been understood and respected.However,due to the asymmetric relationship on resources dependence between social organizations and the government,social organizations are in fact vulnerable to the influence of the government in the process of government procurement.In order to obtain resources,some social organizations give up their independence,and the impaired independence affects the quality of public services provided by social organizations.Accordingly,this paper puts forward some countermeasures: Optimize the process design of purchasing services;Specify the rights and obligations in the purchase contract;Integrate resources to build a social organization display platform;Help social organizations improve their professionalism and marketization.
