Study On The Impact Of The Removal Of Counties Into Districts On Basic Public Services

During the rapid development of urbanization,the adjustment of county administrative divisions has become the main way for local governments to promote sustained economic growth.But under the background of promoting the construction of service-oriented government,what is the motivation behind the "heat" withdrawal of county zoning? Is the frequent implementation of policies conducive to the improvement of the level of basic public services in counties? What is the internal mechanism of action? What are the possible implementation paths? A systematic study of the policy effects of the county and district withdrawal can provide more theoretical and empirical evidence for the adjustment of county administrative divisions,especially for the implementation of the policy.Based on the theory of fiscal decentralization,the theory of inter-governmental relations and the theory of metropolitan governance,this study analyzes the influence mechanism of the removal of counties into districts on basic public services.In organizational system at the county level as the main body,this paper discusses the reform and opening-up at the county level administrative division adjustment process,withdraw county districts and policy as the key point,from the aspects of temporal sequence,space and type to explore its development and evolution characteristics,on this basis,using the double difference method inspection from county districts and the impact on the basic public services,and through the K-means cluster analysis,based on public spending,From the perspective of the relationship between cities and counties,the heterogeneity analysis of policy effects is carried out to further explore the path of the impact of the removal of counties into districts on basic public services.It is found that due to the needs of regional economy and urbanization development,the adjustment of county-level administrative divisions presents obvious stage characteristics.Among them,the policy of separating counties into districts is accompanied by a trend of "intensification",which mainly occurs in the eastern region,and the policy implementation of provincial capital cities,cities under separate planning and municipalities is more reasonable.Through empirical analysis found that,overall,county districts of county education and health care policy reform such people naturally has the restriction role of public service,and from interest coordination relationship between cities and counties in the investigation found that strong county of withdraw county districts in the city and the strong,the weak county in the relationship of basic public services has a promoting effect,in the weak city strong and the weak city county in the relationship has significant negative effects.Further analysis of the internal logic shows that the removal of counties into districts mainly affects the basic public services through the allocation of government functions and powers,the change of autonomous space and the adjustment of jurisdiction functions.Therefore,in order to better promote the policy of separating counties from districts and improve the level of public services,it is necessary to improve the institutional guarantee system,optimize the overall planning layout of industries and space,implement the policy of separating counties from districts by classification and pay attention to the "government + market" reform.
