| Equal access to basic public services is an important practice to achieve social equity and justice and promote common prosperity.The Party’s 20 th Congress clearly points out that we should improve the basic public service system,enhance its balance and accessibility,and make solid progress in common prosperity.To achieve equal access to basic public services is to solve the most practical problems of the greatest concern to the people.It is a major measure that benefits people’s livelihood and warms the people.Henan Province is located in the most central region of China,and is also a populous province in China,providing rich labor resources for China’s economic construction and social development.Nearly 1 / 3 of the farmers in the country gather here.Therefore,promoting the equalization of basic public services in Henan Province plays an important role in realizing rural revitalization and promoting common prosperity.Current focus on the urban and rural level of basic public service research is most,and the rural areas between the county basic public service supply research rarely,the county government as the direct realistic subject of basic public service supply,in the overall arrangement of superior task,issued plays an important role in the link between the governance resources.Therefore,this paper studies on the basic public services between counties in Henan Province,in order to enhance the balance and availability of basic public services between counties,and aims to make residents of different counties have equal access to basic public services,so as to improve residents’ sense of happiness and gain in life.With the background of promoting the equalization of basic public services,this paper takes the National Basic Public Service Standard 2021 edition as the "benchmark",and based on the content of the service list in the Plan of Promoting the equalization of Basic Public Services in the 13 th Five-Year Plan,it compares the specific situation of the supply of basic public services between different counties.Through field investigation and statistical analysis,the author collected the H district in Henan province and X county from 2018 to 2020 basic public education,basic medical and health care,basic social security,basic public culture and sports and basic labor employment entrepreneurship the five livelihood of the basic public services of the supply of data,using the method of combining horizontal comparison and longitudinal analysis,understand the basic public services between the phenomenon of unequal,embodied between county service funding gap,hardware and software resources allocation,infrastructure quality unequal several aspects.Therefore,this paper combined with the theory of justice and welfare economy theory analysis causes uneven causes of basic public service supply between counties,and put forward the corresponding countermeasures,such as from tamping foundation,turn concept,optimal process,monitoring four dimensions,to ensure the fair supply of basic public services between counties,promote equal basic public services between counties. |
