Research On The Predicaments And Countermeasures Of The Construction Of The Township Of Governments Under The Rule Of Law

Practice has proved that substratum is the key and difficult points of building a law-based government;meanwhile township is the starting and weakness points.From the main body to classify,the problems arising in the process of the rule of law existing in the service object,the supervision mechanism as well as the town government itself.Scholars have put forward different solutions to solve these problems,such as enhancing the rule of law thinking of the leading cadres and fostering an atmosphere of rule of law of the grass-route society.However,these solutions need to be improved from the aspects of supervision,examination and implementation.Therefore,it is necessary to strengthen the awareness of the rule of law and intensity the law enforcement standards,to perform duties according to law and promote the rule of administrative services,to implement the administration according to law and heighten the supervision measures for the construction of the rule of law.In addition,it is necessary to build up a large comprehensive management system and a long-term mechanism for development of the rule of law,to improve the assessment system and put the top-level design into practice,such as the Outline of Development of the Government Based On Law(2015-2020),so that to improve the level of the rule of law for the law-based government in villages and towns and administrative construction according to law.
