Research On The Construction Of Evaluation Index System Of Rural Areas Ruled By Law

The rule of law is the basic mode of state-governance.In recent years,the evaluation to the rule of law has shown full vitality around the world.Take the " index of global governance " of the world bank,the " index of rule of law " of the world justice project,the index of rule of law based in Yuhang,and the evaluation of rule of law government as typical representatives.As an important part of building China under the rule of law,rural construction under the rule of law has great potential in the development of the rule of law.In March 2020,the central top-level document "opinions on strengthening the construction of rural areas under the rule of law" was issued,marking that the construction of rural areas under the rule of law has entered the construction and implementation stage from the system planning;In June of the same year,the Ministry of justice stressed at the National Conference on rural construction under the rule of law: we should solidly promote rural construction under the rule of law and take rural construction under the rule of law as the basic work of the construction of a country under the rule of law,a government under the rule of law and a society under the rule of law.The evaluation index system of rule of law villages is the product of the increasing enrichment of rule of law evaluation activities and the theoretical innovation of rule of law villages.Building an evaluation index system based on rule of law villages is of far-reaching significance to enrich rule of law evaluation and promote the construction of national rule of law.The construction logic of the evaluation index system of rule of law countryside is to build a set of evaluation system with rural characteristics according to the particularity of rural rule of law activities,starting from its unique functions and principles,and reflect on the problems from "rule of law countryside" and "rule of law evaluation" in the construction process.On the specific construction path,we choose to analyze how the evaluation index system of rule of law rural areas operates from three aspects: evaluation mode,evaluation subject and weight calculation.Finally,we build a complete evaluation index according to the objectives and tasks of rule of law rural construction.The evaluation index system of rule of law in rural areas preliminarily constructed in this thesis is the prospect of the construction of rural rule of law,but its construction only stays in the superficial stage,and can only fill the gap and guide the overall development of the evaluation under the rule of law.The establishment and research of the truly feasible evaluation index of rural construction under the rule of law still need extensive expert discussion and rich data support.
