The Realistic Dilemma And Reflection On The Evaluation Index System Of Local Rule Of Law

The rule of law in Chinese local assessment practice for the design of index system for error correction to explore,met many difficulties in the process of exploration.Based on the rough outline place after the foundation of the evaluation index of the rule of law theory,selection of representative assessment practice carries on the preliminary analysis of rule of law,such as Beijing,Yuhang,Kunming,to evaluate the rule of law in Chinese local practice to have a preliminary understanding.Among Chinese regions to carry out the assessment activities under the rule of law the difficulties,because the place of the unbalanced development of rule of law,the rule of law construction situation is different,how in under the guidance of the unification of the country,according to the design of the rule of law a great test of evaluation indicators the wisdom of the designer.Evaluation index system of the rule of law in the design itself is a system project,the choice of the rule of law in form to that in essence the debate,to solve the problem of index system of system to chaos,and then to design the main body of the lack of neutrality,and finally to the index design,the object of alienation many difficulties need us to solve.International level assessment and the rule of law in H.K index under the rule of law,due to their respective formed a set of systematic evaluation measure as evaluation standard of rule of law,global governance index and the world of the rule of law become all states and regions to conduct legal standard in the assessment activities,the H.K index under the rule of law is one of the best in this field,they are in the five aspects formed their own characteristics and is worth our reflection.Finally,this article summarizes the global governance index,the index of the rule of law and the rule of law in H.K.index evaluation experience under the rule of law,on the basis of clear the above five aspects,put forward to strengthen the top-level design and highlight the local characteristics,both form and essence of the rule of law,to the rule of law society under the rule of law as a system,selection of appropriate assessment model under the rule of law,the strict distinction between the rule of law solve the dilemma of evaluation and assessment of the government department work direction,at the same time also put forward the three principles as a guide to solve the problem,hope the paper design evaluation index system of the rule of law in practical difficulties can cause attention.
