| The establishment of an orderly and transparent information disclosure system is a common aspiration of society as a whole,and the establishment of an open and good image of public security organs is also an expectation of the administrative organs themselves,both of which cannot be achieved without the establishment and operation of open procedures for law enforcement information of public security organs.It is under these two expectations,and in view of the current era of flourishing artificial intelligence,and led by the trend,that the public security organs,in accordance with the newly promulgated Regulations of the People’s Republic of China on the Disclosure of Government Information(hereinafter referred to as "the Regulations"),newly revised the Regulations on the Disclosure of Law Enforcement Information by Public Security Organs in August 2018,enriching the connotation of the disclosure of law enforcement information by public security organs and expanding the scope of the disclosure of law enforcement information by public security organs.The Regulations have enriched the connotation of law enforcement information disclosure by public security organs,expanded the scope of law enforcement information disclosure by public security organs,gradually refined the procedures of law enforcement information disclosure,and further established the norms of law enforcement information disclosure procedures.In addition,the development of the Internet and artificial intelligence has surpassed our imagination,and the speed of information dissemination and the influence of public opinion have made it necessary to continuously improve the procedures for the disclosure of law enforcement information by public security organs.Based on the summary of the practice of law enforcement information disclosure of public security organs and the serious study of the "Regulations on law enforcement disclosure of public security organs",this paper analyzes the problems existing in the procedure,combined with the current situation of development in the network era,takes artificial intelligence as a technical means to solve the problems existing in the procedure,and puts forward specific countermeasures,so as to expect the public security organs to implement the law enforcement in the future The work of information disclosure can continuously improve the efficiency and protect the basic rights of citizens.The content of this paper mainly includes five parts.The first chapter is the theoretical basis of law enforcement information disclosure procedure of public security organs,and expounds the basic concepts and functions of law enforcement information disclosure procedure of public security organs.The second chapter introduces the current situation of the public security organs’ law enforcement information disclosure procedure,introduces the practice of the public security organs’ law enforcement information disclosure,and the preliminary application of artificial intelligence in the public security system in the network era,expounds the challenges brought by the development of artificial intelligence to the public security organs’ law enforcement information disclosure procedure,and dialectically grasps the influence of artificial intelligence on the public security law enforcement information disclosure procedure.In the third chapter,the procedure of law enforcement information active disclosure of public security organs is introduced in detail,including the contents,methods and time of disclosure,and the problems existing in the procedure are found and analyzed.The fourth chapter introduces the procedure of law enforcement information disclosure according to application,including receiving procedure,correction procedure,examination procedure,consultation procedure,and finally service procedure,and finds and analyzes the problems existing in the procedure of law enforcement information disclosure according to application.The fifth chapter is the suggestion of optimizing the procedure of law enforcement information disclosure of public security organs.Through the research and analysis of the problems existing in the contents of the third and fourth chapters,it puts forward the optimization suggestions,and innovatively uses artificial intelligence as a technical means to optimize the legal practice. |
