Study On Optimization Of Comprehensive Law Enforcement Mode Of Tianjin Urban Streets

Intermittently promoting the reform of CLEM in urban streets is essential.Improving the CLEM of urban streets is related to the proceeding of structuring systematically a juridic city.The CLEM of urban streets in Tianjin has been formed and evolved since 2013.With the deepening of the CLEM reform,matters such as blurred boundaries of authority,low team quality,low public participation,and low efficiency of departmental collaboration are more prominent.Therefore,how to solve the various matters in CLEM,accelerate the approval ratings of urban street CLEM,and then ameliorate the CLEM of Tianjin street has become an significant,critical and practical topic.Based on the comprehensive law enforcement mode of streets in Tianjin,this paper initially make clear the relevant concept about CLEM of streets,analyzes the internal relationship and appropriateness of integrated governance and street comprehensive law enforcement mode.And the author proposes a corresponding theoretical analysis framework.Secondly,this paper selects the person in charge of Tianjin Street CLEM team and Tianjin public as the interviewees and survey objects.It systematically analyzes the operation mechanism of Tianjin Street CLEM in three aspects of front-end setting,middle end construction and end implementation.Then this paper compares the public’s perception,willingness to participate and demand feedback on the street CLEM.Thirdly,it analyzes the main challenges of the CLEM in Tianjin,and raises the strategy combination from the following 4 points: Restrict the authorities and obligations of front-line judicial personnel,P＆E management of associated personnel,Upgrade smart law enforcement platform,and Attracting public expression in management.As a result,the mode of street comprehensive law enforcement will be efficient,cultivation-classified,one network unified and multiple co-governed.The CLEM of streets in Tianjin is characterized by "one team",takes "by the street" as the core,and "territorial governance" as the criterion.In terms of urban development and public demand conditions,through the high degree of functional integration and decentralization,the use of digital information technology,through the formal system reconstruction and informal organizational culture shaping,Tianjin will continue to explore the civilized,healthy,ordered and compatible city development,and make sure the regulations and all the imperative law will be issued promptly in this city.
