| With the development of our country’s economy,the scale of government procurement at the grassroots level is getting larger and larger,and the social influence is gradually increasing.It is urgent to further improve the effective government procurement supervision and management mechanism at the grassroots level.At present,the procurement supervision mechanism within the grassroots government is in the "test period",and the Xiaoshan District has carried out a series of pilot projects as the "reform pioneer area".In 2003,in accordance with the requirements of the "separation of management and procurement" reform,the Xiaoshan District conducted a pilot reform in combination with public resource transaction management.The centralized procurement agency was separated from the financial department and stationed in the bidding transaction center.The bidding management committee,bidding management office,and bidding transaction center were established,forming a pilot model of "one committee,one office,and one center".The model transferred the four transaction supervision duties including government procurement supervision powers to the bidding management office for unified exercise,but ultimately after 16 years of operation in the pilot mode,it has become a "decentralized supervision" model,and the government procurement supervision responsibility has returned to the Xiaoshan District Finance Bureau.Taking Xiaoshan District government procurement supervision and management mechanism as the research object,this paper describes the current situation of Xiaoshan District government procurement supervision mechanism under the pilot mode of government procurement supervision,analyzes the problems of Xiaoshan District government procurement supervision mechanism in terms of supervision subject,supervision object,supervision content,and supervision system through surveys,and reveals the causes of the problems of Xiaoshan District government procurement supervision mechanism in combination with some typical cases.It is found that the main reasons for the supervision subject are the conflict of supervision responsibilities between the financial department and the bidding management department,the lack of supervision joint force,the weak supervision specialization of the supervision subject and so on;The main reasons for the supervision object are the lack of main responsibility of the purchaser,the absence of effective supervision over government agencies,suppliers and evaluation experts,etc;The main reasons for the contents of supervision are that the budget management of government procurement,procurement plan,procurement method,preparation of procurement documents and supervision of government procurement activities are not in place,the release of procurement information is incomplete,the supervision of project acceptance is weak,the investigation and punishment of violations are not effective,and the relief channels for questioning and complaint handling are not adequate;The main reasons for the regulatory system are that the legal system of government procurement needs to be further improved,and other regulatory systems are insufficient.Finally,it summarized measures and suggestions to improve the government procurement supervision and management mechanism in terms of consolidating the joint forces of supervision entities,strengthening the supporting supervision system,optimizing the content of the supervision process,and enriching the supervision methods. |
