| A Along with the constant development of our economy and the need of the construction of social public utilities,the scale of government procurement is expanding constantly.With the increase of the scale and quantity of procurement,government procurement supervision needs to be strengthened,but from a practical point of view,there are still many problems and weak links,such as the supervision is not in place,cross-bidding and rent-seeking phenomenon.Therefore,government departments have realized the defects in procurement supervision,and are determined to reform and improve the supervision system,so as to promote the healthy and stable development of government procurement.In recent years,with the economic development and the needs of public management,the scale of government procurement in G area increases year by year,and non-standard operation and rent-seeking occur from time to time in government procurement.Therefore,in view of these existing problems,it has become an important task and topic at this stage to deeply investigate the root causes of the problems in the process of government procurement supervision in G district,clarify the scope of responsibilities,find out the existing problems and put forward countermeasures.This paper uses literature research method,case analysis method,comparative research method,interview method and other research methods,based on rent-seeking theory,principal-agent theory and public power supervision theory,starting from the current situation of government procurement supervision in G District of Yangzhou City.Firstly,the research background,significance,related concepts and theoretical basis are expounded,the current situation of government procurement supervision in G district is introduced,and the implementation effect of government procurement in G District is investigated by interview method.Secondly,the paper analyzes the existing problems of government procurement supervision in G district,including inadequate supervision,the phenomenon of bid-matching and rent-seeking,the lack of transparency and openness of procurement process,the lack of synergy in collaborative supervision,the lack of compacted intermediary responsibilities of agents,and the slow construction of online supervision informatization.The reasons include imperfect supervision system,loopholes in supervision of procurement process,imperfect collaborative information sharing mechanism,lagging supervision of government procurement agencies,weak support for information construction,etc.Finally,through the analysis of the foreign government of the United States,the government of Singapore,the domestic Hangzhou Xihu District,Changzhou Xinbei District government procurement supervision specific practices,summed up the experience worth learning.On this basis,countermeasures are proposed from five aspects:strengthening governance to futher improve the regulatory system,optimizing the procurement process,implementing information disclosure,building a collaborative information sharing platform to form a strong regulatory force,strengthening the supervision of bidding agencies to promote industry self-discipline,and giving full play to the advantages of digital supervision. |
