Shanghai is a developed international metropolis with a good employment,ecological and cultural environment,attracting a large number of foreign employees.With the continuous influx of foreign population,there is a shortage of housing in Shanghai,which leads to the phenomenon of group rent in Shanghai and the resulting social problems.Therefore,how to realize the effective governance of group rent is an important issue in front of governments at all levels.A special study on group rent governance is a necessary subject to promote the harmony of social relations in Shanghai.Firstly,this paper discusses the background of group rent governance in Shanghai,the significance of research,relevant research at home and abroad,and the definition of core concepts and theoretical basis;Secondly,it analyzes the background causes of group rent,the current situation of group rent chaos and the social problems brought by group rent,and determines the necessity of group rent governance;Then,by reviewing the evolution of group rent governance policies and governance models,we understand the current situation of group rent governance,analyze the current situation of governance through interviews and field investigations,summarize the achievements of group rent governance over the years from the current situation of governance,and summarize the governance difficulties still facing at present,such as the governance process is mere formality,the governance mode is simple and rough,the market does not actively participate The degree of community participation is low and the main body of group rent does not cooperate,and the causes of the dilemma are deeply analyzed;Finally,on the basis of combing and refining the group rent governance experience at home and abroad,after comparative analysis,clarify the group rent governance model in Shanghai,and then take multi-agent participation and dynamic governance as the starting point to improve the laws and regulations of multi-agent participation in dynamic governance Specific countermeasures are put forward from three aspects: improving the dynamic governance ability of multiple participants and activating the dynamic governance mechanism of multiple participants.Based on the actual situation of group rent governance in Shanghai,this paper attempts to build a scientific and feasible group rent governance system to protect the housing rights and interests of migrant workers and newly graduated college students.It provides a strong guarantee for Shanghai to create a harmonious and stable social environment and high-quality development,and also provides a reference for other public management fields.
