Research On The Development Of Poverty Alleviation Policies Since Reform And Opening Up

After the reform and opening up,China has issued a series of Poverty Alleviation Policies to solve the problem of poverty.By constantly narrowing the gap between urban and rural areas,the development of industrial economy will drive poor areas out of poverty,so that the poor people in poor rural areas can fully enjoy the benefits brought about by reform and opening up.From the standpoint of upholding and safeguarding the interests of the people,the Party Central Committee has mobilized forces from all walks of life to carry out the cause of poverty alleviation,built a pattern of poverty alleviation with multi regional development,multi-body participation and diversified ways,and formed an all-round poverty alleviation system of the government,the market and the society.China’s poverty alleviation campaign is the most extensive,powerful and comprehensive poverty reduction activity in human history,which has solved the phenomenon of absolute poverty and the overall poverty in the region.By the end of 2020,all 832 poverty-stricken counties in China have been lifted off their hats,and all the poor people in all poverty-stricken areas in China have also been lifted out of poverty.China’s poverty alleviation and development cause has made outstanding contributions to the cause of poverty alleviation in the world.Based on the perspective of public policy evolution,the paper summarizes 24 No.1central document from 1978 to 2022,analyzes the contents of 10 important poverty alleviation policy documents issued in China since the reform and opening up,comprehensively analyzes the phased development and evolution of China’s agricultural poverty alleviation policy since the reform and opening up from the new perspective of the spirit of the policy documents,and analyzes the policy contents from the perspective of refining key words,Summarize the contents,innovations and development laws of Poverty Alleviation Policies at various stages.The research results show that with the development of China’s agricultural poverty alleviation policy,the policy implementation methods tend to be diverse,the policy content is more sound,the rural social security system is gradually established,and the development of agricultural poverty alleviation policy is gradually transitioning to rural ecological environment protection and agricultural sustainable development.Conduct in-depth research and Analysis on the text of poverty alleviation policies issued since the reform and opening up,explore the historical change process of China’s poverty alleviation cause,analyze the content and form of Poverty Alleviation Policies at different stages,so as to obtain the actual results of the policies in practical work,and discuss the experience and Enlightenment of these policies on specific practice,It is of great significance to systematically sort out and summarize the successful experience of China’s Poverty Alleviation Policies since the reform and opening up,so as to achieve and consolidate the effective connection between the expansion of poverty alleviation and rural revitalization,and promote the modernization of rural agriculture.
