Longxing Town,Chongzhou City Under The Backgrond "Combining Districts And Towns" Research On The Countermeasures Of The Transformation Of Government Functions

The research on government functions is a hot topic in the theoretical circle of our country,because the comprehensive national strength of the country has a very high degree of correlation with the government’s ability to provide public services.However,with reference to foreign new public management and public administration,there have been many studies on the functions of governments above the county level,and in-depth studies on the transformation of township government functions are rare.However,the township government,as the most basic first-level government in the political organization of our country,its functions will have a significant impact on various fields at the grassroots level(such as politics,economy,etc.)All work within the jurisdictional administrative area must be effectively completed.At present,the construction of a new socialist countryside is in full swing all over the country.Based on the needs of more effective service to the overall work of the countryside,it is necessary to transform the functions of the township-level government.Only by completing such a transformation can better Lead the rural society,economy,and culture in the area under its jurisdiction into a sound development track.This paper firstly sorts out the domestic and foreign literature,lists the opinions and judgments of domestic and foreign scholars on the integration of districts and towns and the transformation of township government functions,and then uses the theory of government function transformation and service-oriented government,with the "integration of districts and towns" reform pilot as the background,discusses the effect of the transformation of township government functions after the "integration of districts and towns",and discusses the difficulties and problems faced in the transformation of government functions in Longxing Town under the situation of "integration of districts and towns".Then,the reasons for the related problems were analyzed in depth,including the lack of functional positioning of the township government,the constraints of the administrative ecological environment pressure,the restriction of the financial strength of the township government,and the weakness of the administrative supervision of the higher-level government.And put forward the countermeasures and suggestions for the transformation of the functions of the Longxing Township government under the background of "integration of districts and towns",that is,the transformation from the regulatory type to the service-oriented township government’s function exercise,the transformation from the antagonistic type to the harmonious type of township government’s administrative ecology,and the transformation from traditional to service-oriented township governments.The transformation of the new township government’s financial mechanism,the transformation from a passive to an active township government’s administrative supervision system,and the transformation from a single to a diversified township government’s public service supply function.
