Research On The Problems And Countermeasures Of The Construction Of Party Style And Clean Government At The Rural Grass-roots Level In Hejiang County

Grassroots governance is the foundation of national governance.Strengthening grassroots governance and strengthening the construction of party style and clean government at the grassroots level in rural areas is the basic project to realize the modernization of the national governance system and governance capacity,and it is the nerve ending that affects whether the major decisions and deployments of the Party Central Committee can be implemented.However,at present,there are many problems in the construction of rural grass-roots party conduct and clean government.How to further promote the construction of rural grass-roots party conduct and clean government to help grass-roots governance effectively has become an important research topic in this period.This paper selects the rural area of Hejiang County,which is at the junction of the three southwestern provinces,as the research area.By using the methods of literature research,field investigation,comparative analysis and inductive analysis,first of all,from the domestic and foreign literature review of the relationship between the rural grassroots party style and clean government construction,basic concepts and Starting from the theoretical basis,it analyzes the theoretical mechanism of the construction of rural grass-roots party conduct and clean government to help the grass-roots governance effectively;Secondly,obtain first-hand information through a combination of on-the-spot investigation and questionnaire visits,analyze the economic and social development in rural areas of Hejiang County,the construction of grass-roots governance system and the main content,practices and results of rural grass-roots party style and clean government construction,and analyze the existing problems.problems and the reasons for those problems;Finally,the corresponding countermeasures and suggestions are put forward according to the cause of the problem and combined with the actual situation.The study found that: Hejiang County has established and improved its organizational structure and working mechanism in promoting rural grassroots governance.The foundation of self-government has been gradually expanded,the construction of the rule of law at the grassroots level has been continuously improved,the degree of the rule of law at the grassroots level has been continuously deepened,the multi-level co-governance at the grassroots level has been further linked,and the grassroots level of intellectual governance has been steadily accelerated.The society is more harmonious,stable and moving forward.At the same time,it was also found that in the construction of rural grass-roots party conduct and clean government,there are still problems in rural grass-roots party members and cadres in the implementation of party organization discipline,the work style of rural grass-roots party organizations is not strict,the anti-corruption prevention and control of rural grass-roots party organizations is not strong,and rural grass-roots party members and cadres are not strict with the party.The lack of a deep understanding of the construction of a clean and honest government is mainly caused by the weak implementation of the system of Party conduct and clean government at the grassroots level in rural areas,the weakening of the construction of grassroots party organizations in rural areas,the laxity of supervision at the grassroots level in rural areas,and the deviation of the ideological awareness of grassroots party members and cadres in rural areas.Based on this,this paper will put forward countermeasures and suggestions from the following four aspects to strengthen the construction of party conduct and clean government at the grass-roots level in rural areas:deepen the implementation of the village-level public security system,standardize the democratic management of the rural grass-roots level;give real reminders and early warnings,strengthen rectification and punishment,and effectively safeguard the legitimate interests of the rural people;Consolidate the responsibility of clean government,implement village-level supervision,and restrict the exercise of power by rural grass-roots cadres;strengthen village-level party building,deepen ideological guidance,and improve the ideological quality of rural grass-roots cadres.
