Research On Government Function In The Development Of Higher Vocational Education

The current international and domestic situation changes and the intensification of competition,the demand for high-quality skilled personnel more than ever,and higher vocational education with professionalism and specialization as its main characteristics,is closely related to the production line,is an important type of education to improve the quality of labor force in China.Based on the analysis of S vocational and technical college,this paper discusses on the functions of the government in the development of higher vocational education play situation,the research results will provide the functions of the government to promote the development of higher vocational education research on related theory of beneficial complement,and is advantageous to the government function in the practical application in the process of higher vocational education development,promote the sustainable development of higher vocational education.In this paper,S Vocational and Technical College is taken as the research object,and the government functions in the development of higher vocational education are understood from a micro perspective with the help of interviews and data surveys of the college.Current government through perfect laws and regulations policy,the perfect management system,and play a role of government and public service function,and gradually expand the autonomy of colleges and universities,drive to promote its development,improve the functions of the government to improve the higher vocational education personnel training quality,to promote higher vocational education’s ability to adapt to the needs of economic and social development.However,there are still many problems at present,such as the internal management mechanism is not smooth enough,the government’s functions and functions are often offside,the construction of "double-qualified" teachers is not strong enough,and the support for school-enterprise cooperation is not strong enough.By analyzing the functions of the government play the existing problems and the reasons,combining the typical cases of foreign vocational education development in good countries,analysis of the functions of the government play a positive role in the process of development,draw lessons from the experience,introducing related theories of public management,combined with the actual situation in our country,finally puts forward some countermeasures to promote the development of higher vocational education.Higher vocational education,as the type of higher education most closely connected with the production line,must adapt to the requirements of The Times.Because the quasi-public goods attribute of the higher vocational education,and combining with our country’s political system,in the process of its development,should attach importance to the government’s basic position unshakable already,at the same time to pay attention to the important position of the market in resource allocation,and endows each benefit main body autonomy,the combination of macro and micro management function,Only by establishing a scientific and reasonable governance structure that is in line with China’s actual conditions and the development of higher vocational education,fully mobilizing the vitality and enthusiasm of different organizations including the government and jointly promoting the development of higher vocational education,can higher vocational education better serve the needs of society and economy.
