Research On The Optimization Of Government Functions During The High-quality Development Of Higher Vocational Education In Changzhou City

Higher vocational education is an important part of higher education,and its development is an important factor to achieve the goal of higher education,improve the overall quality of the national and promote industrial transformation and upgrading.In recent years,the CPC Central Committee and The State Council have attached great importance to the construction of modern vocational education system with Chinese characteristics,and put the promotion of high-quality development of modern vocational education in a more prominent position.The pattern of high-quality development of modern vocational education has basically taken shape,and it has entered a critical period of improving quality and training.As a kind of quasi-public product,the local governments at all levels shoulder the important responsibility and mission of promoting the high-quality development of vocational education,and are responsible for the overall planning and coordination of the regional higher vocational education.The Implementation Plan of the National Vocational Education Reform proposes that governments at all levels should deepen the reform of "delegating power,regulating and serving",accelerate the transformation of functions,and focus on the transition from "running" vocational education to "managing and serving".Facing the current situation and future trend of vocational education in China,local governments at all levels must actively explore effective ways to accelerate the development of regional vocational education and provide strong talent support for the implementation of national strategies such as "Made in China 2025".Based on the theory of new public service and the theory of government function,this paper takes the government function in the high quality development of higher vocational education in Changzhou as the research object,takes Changzhou higher vocational education Park as the case,and uses literature research method,case analysis method and questionnaire survey method to analyze the current situation of government performance in the high quality development of higher vocational education in Changzhou.This paper mainly analyzes the problems existing in the high quality development of higher vocational education in Changzhou,including:Eliminate the bias against higher vocational education;Lack of high-quality development policies for higher vocational education;Insufficient investment in diversified educational funds;Unscientific supervision and evaluation.The main reasons for the above problems are: the concept of higher vocational education exists deviation;Government policy guidance is weak;Diversified financing mechanism has not yet formed;Supervision and evaluation mechanisms are lacking.Therefore,this paper puts forward the countermeasures and suggestions for the optimization of government functions in the high quality development of higher vocational education in Changzhou,that is,Fully affirm the value of high-quality development of higher vocational education;To improve relevant government policies with service-oriented government as the guide;Ensuring adequate funds for high-quality development of higher vocational education;We should give full play to the supervisory and evaluation role of educational administrative departments.In a word,the realization of high quality development of higher vocational education in Changzhou is a complex systematic project,which requires teamwork,especially optimizaes government functions,and thus enhances government effectiveness in promoting the high quality development of regional higher vocational education.
