Research On Confidentiality Management Of Grass-roots Courts After Government Purchase Services

Government purchasing services,as an effective way to solve the contradiction between many people and few people in the unit and reduce the cost of public services,links government resources with social organization services,which is one of the effective measures for our government to change its own functions and actively learn from innovation and reform,and is also an inevitable requirement for accelerating the transformation of government functions and improving national governance capacity.With the increasingly prominent contradiction between small number of cases and small number of cases in grass-roots courts,the people’s court system has gradually introduced the mode of government purchasing services,and explored socialized outsourcing services to assist judicial affairs.However,because some sensitive case information that should not be made public is a state secret,and there are periodic trial secrets in the whole process of the case,it is important and urgent for the grass-roots courts to implement the confidentiality management after the government purchases services.On the basis of combing related concepts and theories,this paper takes the People’s Court of C City as an example,collects 153 questionnaires and summarizes 3 typical cases.It is found that the problems of confidentiality management in C City People’s Court after the implementation of government purchasing services mainly include: insufficient strategic attention,insufficient daily management,weak confidentiality atmosphere,insufficient confidentiality education and training,etc.To explore the reasons for these problems,the objective aspect is that the confidentiality management mechanism is unilaterally absent,and the subjective aspect is that the confidentiality awareness is weak.In view of the problems and reasons found,close to the actual work of the court,this paper puts forward relevant countermeasures and suggestions: First,on the strategic level,the confidential management and the main business of trial are planned as a whole;Second,at the institutional level,the mesh structure and flat management jointly build the confidentiality system statute and implement it;Third,at the style level,work actively under the guidance of confidentiality consciousness;Fourth,at the personnel level,further strengthen confidentiality education.Through systematic and all-round structural guidance,it can provide reference for strengthening and improving the security management of the grass-roots court government after purchasing services.
